The Ministry of Education and Training is soliciting comments on the Draft Decree on salary policy and allowance regimes for teachers.
Chapter III of the draft stipulates the allowance regime for teachers. Accordingly, in addition to salary, teachers are entitled to the following allowances:
Workers' compensation
In addition to teachers who are entitled to work responsibility allowances according to the provisions of law, this Decree stipulates a number of additional cases of being entitled to work responsibility allowances at the following levels:


The labor responsibility allowance regime for teachers, principals, deputy principals and equivalent who have received responsibility allowances is not applied according to the provisions of Article 12 of Decree No. 76/2019/ND-CP dated October 8, 2019 of the Government on policies for cadres, civil servants, public employees, employees and salary earners in the armed forces working in areas with particularly difficult socio-economic conditions.
Professional activities that have had their teaching hours and teaching hours reduced or converted to teaching hours and teaching hours will not be counted for the allowance for public service responsibility as prescribed in this Article, unless otherwise provided by law.
The calculation of responsibility allowances is carried out in accordance with the provisions of law, except in cases where teachers directly teaching people with disabilities in accordance with the right to education in educational institutions that are not specialized schools or centers supporting the development of right to education are entitled to occupational responsibility allowances as follows:
Allowance = 0.2 x Basic salary x (Number of teaching hours in a month/Norm of teaching hours in a month)
In which, the standard of teaching hours and lessons for teachers in a month = the standard of teaching hours and lessons for teachers in a year/12,
The social insurance allowance is paid at the same monthly salary and is not used to calculate and pay social insurance benefits.
Outstanding allowances
In addition to the beneficiaries according to the provisions of the law, the following cases are entitled to a circulating allowance of 0.2 compared to the basic salary according to the actual number of days of circulation: Teachers are assigned to special teams; teachers teach inter-schools; teachers have to travel to teach at different locations or classes.
Difficult, harmful, dangerous allowances
The allowance level is as follows:

The method of calculating allowances for hardship, damage, and danger is implemented according to the provisions of law. In particular, the cases where teachers specified in this Article are calculated according to the actual number of practical teaching hours of the arduous, harmful, and dangerous fields and professions, specifically as follows:
Allowances = Allowances x Basic salary x (Number of actual teaching hours/Teaching periodicity in a month);
In which, the standard of teaching hours and lessons for teachers in a month = the standard of teaching hours and lessons for teachers in a year/12,
The allowance for hardship, damage, and danger is paid at the same monthly salary and is not used to calculate social insurance contributions and benefits.
The Ministry of Education and Training plans that the additional cost to pay the circulating allowances to the subjects is about 5.5 billion/month, 50 billion/year.
