The Ministry of Education and Training (MOET) has just announced a draft Circular regulating working regimes for teachers of continuing education institutions (CETs) on the Ministry's Electronic Information Portal to collect widely received comments from relevant agencies, organizations and individuals.
The draft Circular consists of 3 chapters and 12 articles, detailing the implementation of the Law on Teachers No. 73/2025/QH15, which was just approved by the 15th National Assembly on June 16, 2025 at the 9th Session.
The draft Circular stipulates the working regime for teachers teaching at vocational training centers and vocational training centers - GDDTX, including: Working time, annual leave, teaching hours, the regime of reducing teaching hours and converting other activities into teaching hours.
Overcoming the situation of not arranging summer vacation for teachers of education and training
The draft stipulates that teachers' summer vacation is implemented according to the rules and regulations of the teacher training institution, up to 8 weeks, minimum 4 weeks. During the summer vacation, teachers participate in training and fostering according to the requirements of the job position, participate in high school graduation exams, enrollment, and teaching classes according to the training, fostering, and educational activities of the center when called up.
The draft Circular does not stipulate the summer vacation for directors and deputy directors as for principals and deputy principals of high schools due to the nature of the center's work, which has many educational and training activities during the summer vacation for students. However, to allow the center to arrange summer vacation for teachers holding the position of educational institution manager, it must be stipulated in the center's rules and regulations and must be flexible in arranging summer vacation time to ensure the center's activities run normally and complete tasks when assigned by competent authorities.

The above regulations ensure the rights of teachers on summer vacation according to the Law on Teachers, overcome the situation where some centers do not arrange summer vacation for teachers or arrange summer vacation time that is too short.
Regulations on unifying the average teaching period per week
The draft Circular also stipulates that the average teaching period for teachers teaching the GDTX program in 01 week is 17 periods to ensure consistency, because in reality, this teacher teaches both the junior high school program and the high school program. In addition, through a survey of vocational education institutions, mainly centers teaching vocational education programs at high school level. There are very few students studying the GDTX program at the junior high school level, some have no centers.
At the same time, according to the draft regulating the professional standards for teachers at vocational training institutions, there will only be 1 position of vocational training teacher at vocational training institutions. The teaching period quota for teachers holding the positions of director and deputy director must ensure consistency with the regulations on the teaching period quota for principals and deputy principals of general schools and maintain the current regulations on the teaching period quota for heads and deputy heads of vocational education institutions.
Clearly stipulate the norms for teaching hours in 1 school year and the average norms for teaching hours in 1 week to facilitate the assignment and arrangement of teachers, ensuring fairness among teachers in the same center.
