On the morning of April 17, the National Assembly Standing Committee gave its opinion on the draft Resolution of the National Assembly on popularizing preschool education (GDMN) for preschool children from 3 to 5 years old.
Minister of Education and Training (MOET) Nguyen Kim Son said that every year, over 5.1 million preschool children (including 4,556,771 children in preschool age from 3 to 5 years old) are raised, cared for, and educated at 15,256 kindergartens and 17,444 independent preschools; the rate of mobilizing preschool children reaches 34.6%, the rate of mobilizing kindergarten children reaches 93.6%.
However, according to Minister Nguyen Kim Son, GDMN still has many difficulties and challenges such as a large number of preschool children aged 3 to 4 (mainly children in disadvantaged areas, children of vulnerable groups) who have not had access to GDMN, creating unfairness in access to education.
Of which, nearly 300,000 preschool children have not been able to go to school, concentrated in difficult, especially difficult places, highlands, mountainous areas, border areas, islands, where there are many ethnic minorities.
The conditions to ensure GDMN quality are still poor. The ratio of new solid classrooms reached 84.8%, while 0.5% of temporary classrooms and nearly 3,000 borrowed/borrowed classrooms.
Current policies for preschool children, teachers, educational institutions, investment mechanisms, policies, and socialization of education are still limited, not meeting the requirements of GDMN development.
According to the Minister of Education and Training, currently, the Education Law only regulates pho thonglization for 5-year-old children, to implement pho thonglization of GDMN for preschool children, it is necessary to amend and supplement the Education Law. However, amending the Law requires time for a comprehensive assessment to resolve many complex contents.
The issuance of the National Assembly Resolution creates a basis and legal basis to help localities soon develop and issue a plan to popularize GDMN for preschool children according to the requirements of the Central Executive Committee.
At the same time, there is time to prepare and invest in conditions on facilities and teams, deploy implementation according to a roadmap suitable to reality and ensure feasibility for completing the goal of popularizing GDMN for preschool children by 2030.
Therefore, the early promulgation of the Resolution of the National Assembly is urgent, creating a solid legal corridor in terms of the National Assembly's legislative aspects. At the same time, promptly implement social security policies and human resource development policies, towards common development goals.
Minister Nguyen Kim Son added that this Resolution stipulates the implementation of GDMN for preschool children from 3 to 5 years old; mechanisms and policies for implementing GDMN for preschool children from 3 to 5 years old.
The scope of implementation is nationwide, striving for 100% of provinces and centrally run cities to be recognized as meeting the standards on popularizing GDMN for preschool children by 2030.
At the meeting, the Standing Committee of the Committee on Culture and Social Affairs approved the necessity of developing a Resolution on popularizing GDMN for preschool children aged 3 to 5.
However, the Standing Committee of the Committee believes that the Resolution's policies need to focus on the goal of completing the popularization of GDMN for preschool children aged 3 to 5, focusing on major policy groups.
Specifically, ensure a sufficient school and classroom system for all preschool children from 3 to 5 years old; arrange enough teachers; invest in sufficient minimum teaching equipment; arrange enough funding for regular operations of management and control facilities when implementing pho thong.
It is recommended that the drafting agency should consider regulating general policies for children aged 3 to 5, not having to propose separate policies for each specific target group.
