Tuition fees overwhelm revenue, universities need to expand revenue from research
Many universities in Vietnam will achieve a revenue of thousands of billions of VND in 2024, but most of them still depend on tuition fees. For example, Ho Chi Minh City University of Medicine and Pharmacy, University of Technology (VNU-HCM), Ton Duc Thang University or Ho Chi Minh City University of Technical Education all have a very small source of revenue from scientific research and technology transfer compared to tuition fees. This shows an imbalance in financial structure, when research activities have not become a sustainable source of income.

According to Dr. Hoang Ngoc Vinh, former Director of the Department of Vocational Education (Ministry of Education and Training), the reason partly comes from the policy of leaving the rank also due to the number of scientific publications instead of encouraging applied research. At the same time, Vietnamese enterprises are mainly small and medium-sized, with limited technology capacity, so there is little need to cooperate with universities.
