Minister Nguyen Kim Son talks about the roadmap to increase preferential allowances for teachers

Minister of Education and Training (MOET) Nguyen Kim Son said that the Ministry of Education and Training is implementing Resolution 71 with a focus on building and developing a team of teachers - the core force of educational innovation. The major tasks include: Completing the legal framework (especially the Law on Teachers), innovating teacher training and fostering, effectively implementing new educational programs, promoting digital transformation and building a humane and positive working environment. The Ministry also focuses on honoring and spreading the image of creative and dedicated teachers to enhance the position of the teaching profession in society.
Regarding the policy of raising vocational allowances, the Ministry is developing a new Decree to specify Resolution 71. The policy is divided into 2 phases: In the 2026-2030 period, a 20% allowance will be added to school staff; an increase of 15% for preschool and general education teachers; an increase of 5% for university and vocational education lecturers. From 2031 onwards, the allowance level will be applied in accordance with the spirit of Resolution 71.
The Ministry of Education and Training is coordinating with the Ministry of Home Affairs and the Ministry of Finance to submit to the Government for promulgation of a Decree in 2025, ensuring consistency with the effective date of the Law on Teachers. Regarding resources, the state budget will be allocated according to the annual plan; at the same time, the Ministry hopes that localities will give more priority to education so that the allowance increase policy can be put into practice, contributing to improving teachers' lives and improving the quality of education. Ministry of Education and Training: Treatment policies, salaries, and allowances for teachers are not attractive enough
The Ministry of Education and Training said that Vietnam's education is facing a systematic crisis after more than 10 years of implementing Resolution 29. The major "bottlenecks" include institutional overlap, lack of financial resources, and budget expenditures not reaching the minimum of 20%, limiting international integration and socialization. In particular, the education sector lacks more than 100,000 teachers, while the treatment, salary and allowance regime is not attractive, causing teachers to quit their jobs, change jobs, affecting the quality of teaching and implementing new programs.

Faced with this situation, the Ministry of Education and Training submitted to the National Assembly a Draft Resolution on specific mechanisms and policies to create a strong enough legal corridor to promote and develop educational breakthroughs. The draft consists of 11 articles, focusing on 5 groups of policies such as: outstanding incentives for teachers and educational human resources; giving more authority to Department Directors in recruitment; innovating programs and education systems; implementing a common set of textbooks; promoting an open, interconnected and lifelong learning education system.
