Tighten legality, protect learners of international joint training programs
The incident of many former students reporting that their bachelor's degrees awarded by Liverpool John Moores University (UK) through the joint program at the London College of Design and Fashion (Hanoi) were not recognized in Vietnam has caused outrage. The school admitted shortcomings in updating regulations and informing learners; the Ministry of Education and Training said it was reviewing and handling them according to regulations, while ensuring the legitimate rights of students.
According to the Ministry of Education and Training, by mid-2025, the whole country will have hundreds of international training exchange programs at universities and colleges on an increasingly large scale. However, along with rapid development, legal management, quality supervision and information transparency still have loopholes, posing potential risks to learners if the program does not meet the requirements for recognition in Vietnam.
Experts say it is necessary to soon complete the legal framework, strengthen supervision of enrollment activities, promote joint programs and provide early warnings to learners. At the same time, students and parents need to proactively check the legality, training partners and conditions for granting degrees; the role of coaching and guidance from teachers and schools is also very important to protect the rights of learners. The Ministry of Education and Training clarifies the case of general education teachers who are not allowed to teach extra classes according to Circular 29
Circular No. 29/2024/TT-BGDDT of the Ministry of Education and Training, effective from February 14, 2025, specifically stipulates the cases where teachers are not allowed to teach extra classes or organize extra classes. In particular, teachers are not allowed to teach extra classes to primary school students; are not allowed to teach extra classes to the students they are teaching in the main course at school; and teachers at public schools are not allowed to participate in managing and operating extra classes outside of school.

Regarding Mr. Gia Bao's question, the Ministry of Education and Training said that the case of public high school teachers opening extra classes and directly teaching main students who are teaching main classes at school in the morning is an act of group conduct that is not allowed according to regulations.
According to the Ministry of Education and Training, the above behavior violates Article 4 of Circular No. 29/2024/TT-BGDDT, because teachers who have taught extra classes to their own students are being assigned to teach in school, even though extra classes take place outside of school. Schools speak out about the image of deserted meals spreading online
On December 17, social networks spread an image that was said to be a boarding meal costing 40,000 VND at Trung Vuong High School (HCMC), with the amount of food considered too small, causing many conflicting opinions from parents and public opinion.

Responding to the incident, the leader of Trung Vuong High School said he had received the information. According to Ms. Luong Bich Nga - Vice Principal of the school, the lunch on December 17 had a salty dish of pork fat fried with fish sauce, but the image that spread was only a part of a tray, so it looked small.
The school confirmed that the boarding meal price was 38,000 VND, not 40,000 VND as reported online; each meal has 4 dishes for students to choose from and is cooked directly in the school kitchen. Currently, the Department of Education and Training of Ho Chi Minh City has asked the school to report to clarify the incident. See more...
