Quang Ninh starts construction of 6 schools in border communes
On the morning of November 9, Quang Ninh province held a simultaneous groundbreaking ceremony for 6 schools in border communes, part of a series of online connection activities with the groundbreaking ceremony for 72 inter-level boarding schools nationwide. This is a step to implement Conclusion Notice No. 81-TB/TW and Resolution No. 71-NQ/TW of the Politburo on investment in educational development in border areas.
6 projects have started construction including: Hoanh Mo Primary and Secondary Boarding School, Binh Lieu, Dong Tam, Quang Duc, Quang Son and Hai Son Primary and Secondary School. Many conflicting opinions on the regulation on punishing parents for forcing their children to study too much
The Government has just issued Decree 282/2025/ND-CP, which stipulates a fine of 5 to 10 million VND for the act of forcing family members, including children, to study too much. This regulation quickly attracted great attention from parents, because it is directly related to the way of educating and accompanying children in their studies.
Many parents expressed concerns about how to understand and apply the new regulations. Parents think that reminding and accompanying their children to study is normal, especially for middle and high school students facing stressful exams. According to parents such as Mr. Dao Van Kha and Ms. Pham Thi Thanh (Dong Anh commune, Hanoi), parents' companionship is not a compulsory act, but helps children maintain their study habits and keep up with the program, so the regulation needs to be applied flexibly.

Lawyer proposes clear guidance on the regulation on fines for parents for forcing their children to study too much to avoid emotional issues
According to Decree 282/2025/ND-CP, parents who do not educate their children can be fined 10-20 million VND, and those who force their children to study too much can be fined 5-10 million VND. Lawyer Nguyen Vo Khai (Mai Kim Thach Law Office) said that this is a progressive regulation to protect children's rights, but clear criteria are needed to avoid emotional punishment and controversy when applied.
Lawyer Khai analyzed that in Vietnamese society, the concept of "good study is good children" causes many parents to unintentionally force their children to study too much or vice versa, lacking educational orientation. Preschool vice principals must teach 4 hours/week to receive allowances
The Ministry of Education and Training received a question from Ms. Nguyen Thi Thuy Trinh (HCMC) about the phrase "deep principals must directly participate in educational activities 4 hours/week" in Circular 48/2011/TT-BGDDT, which is understood to include teaching children or attending children's lessons as prescribed for principals.
According to the Ministry of Education and Training, Clause 4, Article 4 of Circular 48/2011/TT-BGDDT clearly stipulates: the vice principal must directly participate in educational activities for 4 hours a week, including teaching children or attending children's lessons of teachers in school.
However, according to Decree 77/2021/ND-CP and Decision 244/2005/QD-TTg, to receive seniority allowances and preferential allowances, teachers must teach directly, not just attend classes. See more...
