New direction of the Ministry of Education and Training on considering promotion of teachers' titles
The Ministry of Education and Training (MOET) has just issued Official Letter No. 7723/BGDDT-NGCBQLGD, requesting the People's Committees of provinces/cities to review all promotions of teachers' professional titles. The document was deployed to ensure proper implementation of the Law on Civil Servants and related regulations issued in 2015.
Through inspections in many localities, the Ministry of Education and Training has recorded many shortcomings: some provinces have not organized promotions for many years; some places have prepared promotion plans but have not approved or not implemented; the organization of promotions is not uniform between levels of education and between administrative units. These limitations affect the rights of qualified and senior teachers.
The Ministry of Education and Training requests localities to urgently review and complete the report to send to the Ministry before November 30, 2025, and continue to organize the promotion review for public preschool and general education teachers in accordance with regulations. Arrange and merge more medical schools
Many localities across the country are implementing plans to arrange and merge medical schools to implement the policy of streamlining the apparatus and improving the quality of training. The University of Medicine and Pharmacy, Hue University has received Hue Medical College according to the new decision of the Prime Minister, continuing to train the college system to meet the needs of the local health system.
The merger is assessed to help orient Hue University of Medicine and Pharmacy to develop according to the national school - institute model, while ensuring stable operations, without any losses or negativity. Previously, the Government also decided to merge Thai Nguyen Medical College into Thai Nguyen University of Medicine and Pharmacy. In Thanh Hoa, despite restructuring public service units, the province still maintains Thanh Hoa Medical College and the hospital and health station system.
The Ministry of Health is proposing a plan to reorganize the system of public service units, including Hai Phong University of Medicine and Pharmacy receiving Hai Duong University of Medical Technology, while Hai Duong Central College of Pharmacy will merge into Hanoi University of Pharmacy. Son La plans to streamline the education network in border communes
Son La is implementing a plan to streamline the educational network in 13 border communes, preparing to operate the model of inter-level boarding schools for primary and secondary schools from the 2026-2027 school year. By November 2025, all 13 boarding school projects had started construction, in the context that there were 45 schools in the border area but there were many shortages of staff, especially at the primary and secondary levels.
Through review, many schools have local surplus - shortage of teachers for each subject. Muong leo Primary - Secondary Boarding School for Ethnic Minorities is an example: there are 10 more primary school teachers but there is a shortage of 8 secondary school teachers according to the new quota. The schools have compiled specific statistics for the province to transfer and supplement the subjects correctly, while prioritizing teams that are close to the villages and have a lot of experience in disadvantaged areas.
The Department of Education and Training proposed to reorganize the network of 33 schools, including 13 new boarding schools, 7 merged/newly established schools and keeping 13 schools. Each boarding school is expected to have 30 classes, more than 1,050 students and 78 staff. The Provincial People's Committee requested to complete the operation plan, enrollment, prioritize students living on the border and ethnic minorities, and handle surplus public assets.
