The Government has just issued Decree No. 311/2025/ND-CP amending and supplementing a number of articles of Decree No. 71/2020/ND-CP dated June 30, 2020 stipulating the roadmap for implementing the improvement of the standard training level of preschool, primary and secondary school teachers.
Supplementing regulations for teachers to proactively register for admission to public training institutions

Decree No. 311/2025/ND-CP amends and supplements training methods to improve the standard training level of teachers.
Accordingly, Decree No. 311/2025/ND-CP removes the bidding method, retains the method of assigning tasks and placing orders for training facilities according to the approved plan. At the same time, it is added a regulation that teachers are allowed to proactively register for admission to public training institutions according to the admission regulations issued by the Ministry of Education and Training for majors or specialties where the locality is not qualified to open classes by assigning tasks or ordering.
Decree No. 311/2025/ND-CP also supplements the regulation on paying tuition fees for teachers (belonging to the subjects trained under Decree No. 71/2020/ND-CP) who have studied self and have been granted a degree since July 1, 2020 but have not yet been paid by the agency or unit for training fees.
Supported with a minimum of VND 800,000/person/month
Decree No. 311/2025/ND-CP amends and supplements Clause 1, Article 10 as follows:
Rights of teachers participating in standard training: To be facilitated by management and use agencies to participate in standard training; To be paid tuition fees equal to the tuition fees of the training institution where the teacher studies; To be counted the training period as continuous working time; To receive 100% of salary and regimes and allowances according to the provisions of law.
The Decree also adds regulations during the implementation of the roadmap to improve the standard training level, teachers who have not met the standard training level of preschool teachers, have labor contracts with legal representatives of private and public preschools that have been licensed to be established and operate by competent authorities in areas with industrial parks; are directly caring for and educating children in groups of children/kindergarten classes with 30% of children of workers and laborers working in industrial parks who are entitled to policies according to the provisions of Article 10 of Decree No. 105/2020/ND-CP dated September 8, 2020 of the Government regulating policies for preschool education development (minimum support level is VND 800,000/person/month).

In addition, the Decree also amends and supplements a number of other relevant regulations and to ensure synchronous implementation with the 3 amendments mentioned above.
In particular, amending and supplementing regulations on roadmap implementation plan, reporting regime, and roadmap implementation budget to ensure compliance with adjusted training methods; amending and supplementing regulations on the rights of teachers participating in training to improve standard qualifications to ensure the right to pay tuition fees for training to improve standard qualifications; supplementing the responsibility of the Provincial People's Committee in submitting to the Provincial People's Council to issue policies to support the implementation of roadmaps to improve standard qualifications of private and public teachers.
To effectively implement Decree No. 311/2025/ND-CP, localities need to develop annual implementation plans. In particular, attention should be paid to allocating funds to implement the plan and having a roadmap (from now until December 31, 2027) to complete the payment of training funds for teachers who have studied independently and have been granted degrees since July 1, 2020.
