Social Insurance coordinates with the Department of Education and Training, the Department of Home Affairs and educational institutions in the city to count the number of students of each school in the 2025-2026 school year to implement propaganda to participate in health insurance. In addition, proactively and promptly coordinate with sectors to report to competent authorities to resolve difficulties in the process of organizing the implementation of student health insurance for the 2025-2026 school year in the area; coordinate to promote propaganda and dissemination of policies and laws on student health insurance through the communication system.
The Department of Education and Training directs and disseminates to educational institutions, vocational schools, and teachers to propagate to parents and students about participating in student health insurance, striving for 100% of students in the city to participate in health insurance in the 2025-2026 school year. The Department reviews and collects statistics on students who have health insurance cards in other groups of subjects (poor people, near-poor people, military relatives, police, etc.). ); provide actual student data to the Social Insurance agency to have a basis to urge full collection and payment, avoiding missing participants. On the other hand, regularly urge educational institutions that have not fully participated in health insurance for students; make the health insurance participation target for students a criterion for evaluating and rewarding the completion of tasks in the 2025-2026 school year. The Department directs the implementation of primary health care for students to ensure compliance with regulations.
The Department of Health directs health facilities to continue to effectively implement health insurance examination and treatment, improve service spirit and attitude; create favorable conditions and ensure full benefits and health insurance regimes according to the provisions of law for students with health insurance cards; coordinate with sectors to strengthen the school health system, improve the quality and effectiveness of primary health care for students.
The Department of Finance shall, based on regulations on decentralization of the state budget to support the level of health insurance contributions for students, arrange a full and timely budget to pay and support health insurance contributions; promptly transfer payment and support contributions to participate in health insurance to the Social Insurance agency according to regulations.
Hai Phong City Youth Union promotes propaganda and mobilizes union members and team members to participate in student health insurance, especially students at universities, colleges, secondary schools, and vocational schools. Use the criteria for participating in student health insurance as a basis for evaluating the results of union, association and annual youth movement activities of Youth Union and Association institutions.
The People's Committees of communes, wards and special zones direct and urge educational institutions to accurately count the number of students participating in health insurance who have health insurance cards for other subjects; provide actual data to the Social Insurance agency to have a basis to urge full collection and payment. Localities regularly urge educational institutions in the area to not ensure the rate of students participating in health insurance; not to comment, reward, and propose rewards for educational institutions that do not ensure the rate of 100% of students participating in health insurance.
Educational institutions ( high schools, intermediate schools, colleges, universities, vocational schools, etc.) are responsible for organizing the dissemination of health insurance policies and laws to students right from the beginning of the school year; mobilizing 100% of students to participate in health insurance. For secondary schools, colleges, universities, vocational schools, etc., pay attention to promoting the implementation of health insurance for second-year students and above.
