In 2024, the first year that cadres, civil servants and public employees nationwide will receive a 30% salary increase, with the basic salary increasing to 2.34 million VND. In addition to teachers still maintaining allowances, including seniority allowances, teachers' income will have many improvements.
In addition, Decree 73 stipulates salary levels and bonus regimes for civil servants, public employees and military personnel, issued by the Government at the end of June 2024. In which, bonuses are calculated based on outstanding achievements and results of annual assessment and classification of task completion.
The bonus fund is equal to 10% of the total salary fund (excluding allowances). This is the first time that civil servants and public employees have this amount.
Up to now, many localities across the country have implemented bonus payments for teachers.
Regarding the time teachers are entitled to receive bonuses, Clause 4, Article 4 of Decree 73/2024/ND-CP stipulates as follows:
The annual bonus fund prescribed in this Article is outside the reward fund prescribed by the Law on Emulation and Reward, and is determined by 10% of the total salary fund (excluding allowances) according to the position, title, rank, level and military rank of the subjects in the salary list of the agency or unit.

Thus, by the deadline of January 31, 2025, localities must complete the payment of 2024 bonuses to cadres, civil servants, and public employees, including teachers.
At present, many provinces and schools in Hanoi have completed the payment of bonuses to teachers, but Mr. Nguyen Van Duong, a teacher at Phu Xuyen A High School, Phu Xuyen District, and many other teachers in Hanoi said they did not receive this amount. The reason is because the school is classified as an "autonomous" school.
Regarding teachers' concerns and worries, Director of the Hanoi Department of Education and Training Tran The Cuong said that the Department has sent a document to the leaders of Hanoi city, proposing a solution to ensure the rights of teachers so that they do not lose their Tet bonuses according to Decree 73/2024 of the Government.
