Lao Dong Newspaper received a petition from Ms. N.T.T.H reflecting on the fact that her son, P.H.H, 15 years old, had been admitted to Tran Phu High School for the Gifted (Hai Phong). But after 10 days of schooling, the family was suddenly informed that he would not be admitted to a specialized school and would have to return to study at Le Quy Don High School.
According to Ms. L.T.T.H, in the 2025 high school entrance exam, her child is P.H.H, born in 2010, studying at Dang Lam Secondary School in Hai An district (old), now in Hai An ward, Hai Phong city. He took the entrance exam to Tran Phu High School for the Gifted, however, due to not having enough admission scores, he was not considered for admission.
After that, Tran Phu High School for the Gifted announced that it had lowered the benchmark and the child received an admission notice and was accepted into the school's Russian specialized class. All of her school admission procedures have been completed and P.H.H has received a new class according to regulations.
However, on July 17, the family received a notice from the school that there was a document from the Hai Phong Department of Education and Training saying that there was a mistake due to a computer, so the child was not admitted to Tran Phu High School for the Gifted and instead was another student. Request the family to withdraw the child's enrollment documents from Tran Phu High School for the Gifted.
"My child has put all his hope and heart into the opportunity to enter the city's No. 1 specialized school. The child is in his teenage years so he is very sensitive psychologically. Having been informed about being admitted to a specialized school, congratulated by family, friends, and teachers, and now being informed that he is not going to school will easily lead to negative actions and unpredictable consequences. The above lack of responsibility has made my family extremely upset" - parent N.T.T.H said.

Informing about the incident, a representative of the Department of Education and Training of Hai Phong City said: At the Department's 10th grade entrance exam for the 2025-2026 school year, in the first admission round (1st time), candidate P.H.H was admitted as a public student to Le Quy Don High School with an admission score of 26.25.
For the second admission (2nd time), the Department of Education and Training announced the second benchmark scores for grade 10 high school in the 2025-2026 school year for specialized classes of Tran Phu High School for the Gifted ( Announced on July 5, 2025). Accordingly, the benchmark score for grade 10 in Russian is 34.95 points; along with the list of 35 candidates admitted to the Russian specialized class, in which candidate P.H.H achieved 34.95 points, ranked 35th (in order of admission scores from high to low).
On July 11, the Department of Education and Training received a petition from a citizen requesting to re-check the admission results for grade 10 Russian language of candidate P.N.H.T with registration number 1505xx.
The test results showed that candidate P.N.H.T had a benchmark for admission to grade 10 majoring in Russian at 35.5 points (Math 7.25 points; Literature 6.75 points; English 9.5 points; English majoring in 6.0 points) with enough admission scores but was not on the list of admission to grade 10 majoring in Russian for the second time.
In response to the above incident, the Department of Education and Training requested the unit providing the 10th grade high school admission software for the 2025 - 2026 school year to check and review the results of the second admission.
The review results are as follows: the second benchmark score of the 10th grade majoring in Russian is 35.05 points. Thus, candidate P.N.H.T is eligible to enter the 10th grade of Russian; candidate P.H.H is not eligible to enter the 10th grade of Russian (but is eligible to enter the 10th grade of Le Quy Don High School).
According to information from the software provider, candidate P.N.H.T registered with wish 1: specialized English class; wish 2: specialized Chinese class; wish 3: specialized French class; wish 4: specialized Korean class; wish 5: specialized Russian class; wish 6: Le Hong Phong High School.
The software explained that the admission software was programmed based on the candidates' wishes, because candidate P.N.H.T was admitted to Le Hong Phong High School but did not enroll, the admission software system automatically deleted his name from the Second Admission List.
On July 11, the Department contacted and discussed directly with the parents of candidate P.H.H to provide information about the above incident, and at the same time accepted responsibility and apologized to the candidate and the candidate's family. On July 15, the Department sent a document to Tran Phu High School for the Gifted and Le Quy Don High School to notify the above incident to enroll candidate P.N.H.T in Tran Phu High School for the Gifted, and candidate P.H.H in Le Quy Don High School.
