On November 13, speaking with a reporter from Lao Dong Newspaper, the principal of a mountainous school in Quang Tri said that up to now, the allocation of 15kg of rice/month, a maximum of no more than 9 months/school year for students according to Decree 66, has not been implemented.
The school is completing the dossier to register rice support needs for students. While waiting for a new source of rice, the school had to use the remaining rice reserves from the previous school year, but now they are almost exhausted.
According to the Department of Education and Training of Quang Tri, in 2024, schools were granted rice to students since the beginning of the first semester, but this year the implementation is delayed due to process changes after Quang Tri and Quang Binh merged.
Mr. Tran Manh Ha - Deputy Head of the Planning and Finance Department (Quang Tri Department of Education and Training) said that Decree 66 has just come into effect, so all procedures must be re-worked from scratch.
After the Provincial People's Committee issued a decision on October 31, 2025 regulating the conditions for the distance to receive rice to support students and trainees, the communes have begun to compile a list of students eligible to receive.
Currently, the work of compiling and reviewing the list is still being implemented in localities. The goal is to complete the distribution of rice to students before November 30, 2025.
According to statistics from the Department of Education and Training, it is estimated that 16,788 students are eligible for rice support, with a total demand of more than 2,000 tons.
Of which, 3,675 students have not been compensated from January to May 2025 (semester II of the 2024-2025 school year), equivalent to 262 tons of rice.
It is expected that in the 2025-2026 school year, 13,113 students will be supported, with a total demand of 1,770 tons of rice, divided into 2 semesters.
Mr. Ha said that this is the expected figure of the Department of Education and Training, the official figure will be counted when there are final data for the communes.
