On September 4, information from the Department of Quality Management, Ministry of Education and Training (MOET) said that this agency has sent a document to the Departments of Education and Training of Hanoi and Ho Chi Minh City regarding the management of joint activities to organize foreign language proficiency exams in the area.
The document signed by Mr. Huynh Van Chuong - Director of the Department of Quality Management - stated: On August 29, the Electronic Labor Newspaper published an article reflecting on a number of units/enterprises organizing TELC German proficiency certificates without being approved by the Ministry of Education and Training to organize the exam.
The Department of Quality Management requests the Departments of Education and Training of Hanoi and Ho Chi Minh City to verify the above information.
"Review, inspect and strictly handle individuals and units that violate regulations on implementing joint activities to organize TELC German certification exams under authority (if any).
Report the results of verification, inspection and handling to the Ministry of Education and Training (through the Department of Quality Management) no later than September 10, 2024" - the document stated.
Previously, Lao Dong Newspaper published a series of articles reflecting: " Many units organize TELC German certificate exams without permission " mentioning: Although not approved by the Ministry of Education and Training, many units cooperate with foreign partners to organize TELC German certificate exams in Vietnam. This is a certificate of German language proficiency for studying, working or traveling in Germany.
Units such as EUES Academy, WBS Training Vietnam, AVT Group, SHB promote this exam widely. Due to high demand, each center can attract hundreds to thousands of candidates to register each time. The exam fee is also not unified but ranges from 5 - 8 million VND depending on the organizing unit.
TELC German language certification exams have been held for a long time without being licensed by the authorities. This has led to a series of problems and many questions regarding the real quality of these exams.
At the end of 2022, the Ministry of Education and Training also issued an official dispatch requesting localities to strengthen the management of joint activities in organizing foreign language proficiency exams in the area, and at the same time organize inspections, checks and strictly handle any violations.
Organizations and individuals are only allowed to organize foreign language proficiency exams when there is an approval decision or a decision to extend the joint exam organization agreement from the Ministry of Education and Training.
