Need to publicize the cost of forming education and training services
The Ministry of Education and Training (MOET) has just reported on the reception and explanation of the opinions of National Assembly delegations and the opinions of National Assembly deputies on the draft Law amending and supplementing a number of articles of the Law on Education.
In the group of contents on supplementing educational support services (Clause 24, Article 1, draft Law amending and supplementing Article 99), there were opinions from National Assembly deputies suggesting that it is necessary to publicize detailed expenses to avoid overcharging; Proposing the regulation: "The cost of educational and training services, etc. is determined according to the principle of correctness, completeness, and disclosure of details on the electronic information portal of educational institutions.
Regarding this content, the Ministry of Education and Training said that Point d, Clause 4, Article 99 amended and supplemented in the draft Law has stipulated the responsibilities of vocational training institutions, higher education institutions, private educational institutions, and private educational institutions for publicly disclosing the level of service fees for service, support for educational activities, expenses for educational services, training, tuition fees, and other services for each course, school level, and school year according to the provisions of law.
At the same time, Decree 238/2025/ND-CP dated September 3, 2025 of the Government regulating the policy on tuition fees, tuition exemption, reduction, support for tuition fees, support for learning costs and service prices in the field of education and training also stipulates the responsibility of educational institutions to publicize and be responsible for explaining the tuition fee collection and tuition exemption in case of emergency; the basis and method for determining and calculating service prices in the field of education and training for services determined by the unit for price... according to the provisions of the Price Law and relevant legal provisions. The regulations on publicity of the education sector also stipulate that educational institutions must be responsible for publicizing the financial revenue and expenditure situation.
In response to the opinions of National Assembly deputies, the Ministry of Education and Training said that it will continue to review Decree 238/2025/ND-CP and related documents to ensure full and transparent regulations on the public responsibility of educational institutions on the costs of educational and training services.
Proposal to have a mechanism to monitor tuition fees
In addition to publicizing revenue and expenditure, National Assembly delegates suggested that it is necessary to stipulate a mechanism for coordination and unification between provinces to avoid unreasonable differences in tuition fees.
Regarding this content, the Ministry of Education and Training said that Clause 2, Article 28 of Decree 238 stipulates: "Based on the socio-economic development policy and inflation indicators, annual economic growth rates, the People's Councils of provinces and centrally run cities, vocational training institutions and public higher education institutions decide to adjust the annual tuition fee but not exceeding the tuition ceiling prescribed in this decree corresponding to each level of education, major, training program, school year and financial autonomy level".
This regulation ensures flexibility according to the socio-economic conditions of each locality, while maintaining unity and general control through the tuition ceiling. In response to the opinions of National Assembly deputies, within the scope of functions and tasks, the Ministry of Education and Training will coordinate with the Ministry of Finance and relevant agencies to strengthen inspection and supervision, ensuring publicity and transparency in the implementation of tuition policies of localities, higher education institutions, and vocational training institutions.
