On May 13, the Department of Education and Training of Quang Tri province said that it had compiled the dossier for considering promotion of professional titles for preschool and general education teachers and transferred it to the Department of Home Affairs of the province for appraisal. This is an important step to submit to the Provincial People's Committee to issue the Project to promote preschool and general education teachers in 2025.
Previously, at the 28th session - Provincial People's Council, term VIII, 2021-2026, voters reported that the organization of the promotion exam for preschool teachers was still slow, affecting the legitimate rights of the qualified teaching staff. Therefore, voters proposed to soon organize exams or consider promotion for preschool teachers.
According to the Department of Education and Training of Quang Tri province, in 2021, the Provincial People's Committee organized a review of promotion of professional titles for teachers at all levels according to the Project attached to Decision No. 3484/QD-UBND dated December 17, 2019. As a result, 711 teachers were promoted from Grade III to Grade II, of which 315 were preschool teachers. As for the promotion from Grade IV to Grade III, the province has decentralized to localities to implement.
As of June 30, 2024, the whole province has not had any preschool teachers achieving Grade I. The number of Grade II teachers is 1,030 people (accounting for 33.6%), Grade III teachers is 2,021 people (accounting for 65.9%) and 15 people are not eligible for promotion (accounting for 0.5%). Compared to other levels of education, the rate of preschool teachers holding the title of Grade II or higher is still quite low.
The delay in the promotion organization comes from many causes. First of all, the regulations on the structure of professional titles in public non -business units are unclear, causing the locality to be confused in implementation. Secondly, the Circular guiding the organization of promotion has not been promptly issued in accordance with the new Government's decree, causing lack of legal basis for implementation. In addition, the advisory of the projects and plans to consider promotion in a number of agencies and units is still lacking and drastic.
Currently, the Ministry of Home Affairs has issued Official Letter No. 64/BNV-CCVC dated January 5, 2024 guiding the determination of the structure of civil servant and public employee ranks. The Provincial People's Committee has also issued Decision No. 2533/QD-UBND dated October 17, 2024 approving the list of job positions and professional title standards for civil servants in public educational institutions. Therefore, the provincial Department of Education and Training will coordinate with the Department of Home Affairs and localities to advise on implementing promotion for teachers at all levels to ensure policies and benefits for teachers.
