The Draft Law on Teachers (5th edition) will be presented and commented on at the National Assembly session opening on October 21.
Compared to previously published drafts, the Draft Law on Teachers (5th edition) has many new points. The Ministry of Education and Training has received comments, edited and revised many regulations, reducing 26 Articles compared to the draft submitted to the National Assembly on September 6, 2024.
In particular, the Ministry of Education and Training persists with the proposal that teachers' salaries be ranked highest in the administrative career salary scale system.
Regarding allowances, teachers receive seniority allowances until the new salary policy is implemented.
In particular, a new point about salary policy in the draft of the 5th Law on Teachers is that the Ministry of Education and Training proposes to "increase 1 salary level for teachers recruited and receiving salary for the first time".
Explaining the above proposal, Mr. Vu Minh Duc - Director of the Department of Teachers and Educational Managers, Ministry of Education and Training - said that according to a survey of teachers who have quit their jobs recently, up to 61% are under 35 years old. One of the reasons for this situation is low income, not enough to cover living needs. Meanwhile, young people have many things to worry about such as supporting themselves, taking care of their children, and the need to study to improve their qualifications.
At the same time, the salary of teachers with less than 5 years of experience is currently very low. Those with a university degree receive a salary coefficient of 2.34, the total income of many teachers is 6.8 million VND. Those with a college degree receive a lower salary.
That is the reason why the Ministry of Education and Training proposed to raise the starting salary for teachers by one level, in order to encourage young people to enter the teaching profession. This is also part of realizing the goal of the highest teacher salary in the salary scale.
In the coming time, the Ministry of Education and Training will continue to study proposals to include in the draft Law on Teachers so that they are appropriate and receive high consensus.
