On the afternoon of December 2, the National Assembly discussed in the hall the investment policy for the National Target Program on modernization and improvement of the quality of education and training (GDDT) for the period 2026-2035.
Speaking in the hall, delegate Nguyen Anh Tri (Hanoi delegation) emphasized the need for a set of standard textbooks to successfully implement the spirit of Resolution 71 of the Politburo.
And to do this, it is necessary to see that textbooks are very important. I have worked as a graduate student all my life and have successfully guided over 30 MSc and nearly 30 PhDs. I understand that reading books is very important; the important thing about guiding students is how to guide them to read and refer to what books they should refer to. Especially for high school students, standard textbooks are extremely important - delegate Tri emphasized.
According to this delegate, a standard textbook set means suitable, flawless, updated, modern; imbued with Vietnamese culture; containing Vietnamese ethics.
At the same time, he emphasized that there must be a standard textbook set that is good for the national textbook teaching program to be successful.
In addition, to have a standard and good textbook set, it must be invested in construction; it should not be patched, borrowed, or temporarily temporarily, and there must be a National Drafting Committee that is good and responsible.
I think drafting textbooks should be included in this National Target Program, that is the content of improving the quality of education in this program - the delegate of the Hanoi delegation expressed his hope.

Speaking in the hall, delegate Tran Khanh Thu (Hung Yen delegation) emphasized that the program has set a goal of making English the second language in the national education system, in which by 2030, 30% of preschool and general education institutions will have equipment to implement teaching and learning in English.
This is a major orientation, demonstrating the determination to integrate deeply into the international community, however, the delegate was concerned about the feasibility of this goal.
Delegate Tran Khanh Thu analyzed that to successfully implement, it is necessary to frankly and carefully assess the conditions and challenges of facilities as well as human resources and environment for implementation.
"It is recommended that there should be a specific roadmap to implement these contents, especially in mountainous provinces and disadvantaged areas. In particular, it is necessary to increase investment in infrastructure for provinces, especially mountainous provinces" - Thu delegate said.
In addition, there should be strong enough policies to attract high-quality English teachers such as increasing allowances to attract up to 70-100% of basic salary for teachers in disadvantaged areas; supporting housing, committing to long-term contracts;
Have policies to promote the application of technology, connect online classes, use artificial intelligence (AI) to support to compensate for teacher shortages; build English centers in disadvantaged areas according to the inter-commune model.
