According to the plan, the draft Law on Teachers, drafted by the Ministry of Education and Training (MOET), will be submitted to the National Assembly for consideration and first comments at the 8th session (October 2024) and considered and approved at the 9th session (May 2025).
The Draft Law has many provisions related to policies and treatment of teachers, including policies on salaries and allowances.
In particular, the Ministry of Education and Training proposed that teachers' salaries be ranked highest in the administrative career salary scale system, receive seniority allowances, the highest professional incentives in all sectors and fields, and receive other allowances according to the provisions of law.
According to the summary of explanations and comments on the draft Law on Teachers, the Ministry of Education and Training said that many educational institutions, ministries, and localities participated in contributing comments on the issue of salary and allowance policies for teachers.
Many opinions suggest that during the salary reform process, teachers' salaries should be given the highest priority in the administrative salary scale system and have additional allowances depending on the nature of the job and the region. At the same time, consider keeping the seniority allowance for teachers. This is to ensure teachers' lives and work with peace of mind.
Some opinions suggest adding regulations on bonuses and additional income for teachers who have excellently completed their tasks or have outstanding achievements. Particularly for teachers working at public preschools, it is necessary to increase the preferential allowance for their profession to 70%.
Some opinions say that the phrase "highest compared to the administrative career salary scale system" needs to be clarified because it is too vague and not specific.
There are suggestions that the Government should have a separate salary scale for the Education System and a separate salary scale for teachers.
Regarding the issue of teachers' salaries and allowances, the Ministry of Home Affairs commented: Do not stipulate contents related to salary and allowance policies for teachers in the draft Law on Teachers, but implement according to the provisions of Resolution No. 27-NQ/TW dated May 21, 2018 of the 7th Central Conference, Session XII and other relevant Resolutions of the Central Committee.
In response to comments from localities and ministries, the Ministry of Education and Training has taken into account comments and revised the draft Law on Teachers, which stipulates the highest salary and allowances for teachers according to their profession and they continue to receive seniority allowances.
