Most of the high schools have degraded
According to a report by the Department of Education and Training, most public high schools in the city have old and degraded facilities. Many schools do not have enough functional rooms, teaching equipment, fire prevention and fighting systems, and outdated infrastructure that affect the quality of education and implement the 2018 General Education program. After reviewing, 35 high school buildings (19 schools in the West, 16 schools in the East) have existed for 25-40 years and have not been greatly renovated.
Or at Mac Dinh Chi High School, to implement the Investment Project for the construction of the Ring Road 2 section of Tan Vu - Hung Dao - Bui Vien, the authorities have reclaimed about 4,924.2 m2 of land from the school, including some works of the school. Therefore, the remaining area of the school does not ensure the minimum area according to the regulations of the Ministry of Education and Training. The remaining facilities do not meet the needs of learning and teaching and do not ensure the regulations on facilities standards for high schools.
The Department of Education and Training has coordinated with sectors to establish investment portfolios for 43 schools with a total estimated budget of more than 98 billion VND from regular expenditures. At the same time, it is implementing the procurement of IT and foreign language rooms for 242 primary schools and 40 high schools in the western region with a budget of 188 billion VND.
Proposal to upgrade and build 35 new high schools with about VND 3,872 billion
At the meeting of the city's leaders with the Department of Education and Training, the Department proposed that the city allocate about VND 3,872 billion in medium-term public investment capital for the period 2026-2030 to upgrade and build 35 new high schools (Western 1,229 billion VND; Eastern 2,643 billion VND). At the same time, funding has been provided to equip teaching equipment for more than 280 primary and high schools in the West of Hai Phong...
In response to the Department's proposal, Vice Chairman of Hai Phong City People's Committee Nguyen Minh Hung suggested that the Department review the school system according to the new management model of the two-level local government, thereby clearly understanding the area of educational institutions and the number of students at each level of education to have a basis to determine the need for facilities.
Previously, on the morning of July 17, the Standing Committee of the City Party Committee agreed in principle on the Investment Project for the construction and expansion of Mac Dinh Chi High School, phase 1, and the Investment Project for upgrading and building a new Ngo Quyen High School. Specifically, the city has a policy of expanding Mac Dinh Chi High School by about 1.07 hectares of agricultural land. The investment project to build and expand Mac Dinh Chi High School phase 1 has a total investment of 225.311 billion VND from the budget, including 4-storey headquarters, 4-storey classroom, 4-storey functional classroom, multi-purpose house and teacher parking area... The investment project to upgrade and build a new Ngo Quyen High School will build 5-storey classrooms with auxiliary works; purchase and install learning equipment, elevators, air conditioners, fire prevention and fighting systems... The total estimated investment is 113.252 billion VND from the budget.
Secretary of the City Party Committee Le Tien Chau requested the City People's Committee Party Committee to direct the review and evaluation of the system of schools and educational institutions to classify, propose, research and develop a project to ensure investment with a systematic and long-term roadmap; minimize investment in small-scale repair and renovation, especially in schools with works subject to conservation.
