In the field of education, the province reorganizes Hong Duc University on the basis of merging Thanh Hoa University of Culture - Sports and Tourism.
For colleges, keep Thanh Hoa Medical College. Reorganize Thanh Hoa Industrial College on the basis of merging Nghi Son Vocational College.
Reorganize the Agricultural College on the basis of merging with Thanh Hoa Vocational College.
The province also organized the merger of 19 Vocational Education - Continuing Education Centers with unregulated class sizes, few learners, suitable for distance and area into 10 vocational secondary schools equivalent to high school level under the Department of Education and Training to provide public services in inter-commune and ward areas.
Regarding the arrangement of kindergartens, primary schools, secondary schools, high schools and high schools with many levels of education, the People's Committee of Thanh Hoa province will implement the content of Official Dispatch No. 6165/BGDDT-GDPT dated October 2, 2025 of the Ministry of Education and Training.
Thanh Hoa also temporarily suspends the recruitment, reception, transfer and assignment of civil servants at units expected to be arranged according to the content of this plan.

Hai Phong has also just issued plan No. 310/KH-UBND of Hai Phong City People's Committee on the arrangement of public service units and state-owned enterprises in the city.
For public service units under the Department of Education and Training, reorganize 15 affiliated centers, including 12 Vocational Education - Continuing Education Centers; 1 Continuing Education Center, Foreign Language - Informatics; 1 Vocational Education Center; 1 Continuing Education Center) into 11 vocational secondary schools equivalent to high school level under the Department of Education and Training.
For vocational colleges, reorganize 3 vocational schools on the basis of merging Hai Phong Vocational Technical College into Hai Phong Technical College and merging with Hai Phong College of Economics.
Previously, the Ministry of Education and Training issued two documents including Official Letter 6165/BGDDT-GDPT in 2025 and 6365/BGDDT-TCCB in 2025 on guidelines for the arrangement of preschool, general education and continuing education institutions.
Recently, the Party Committee of the Ministry of Education and Training continued to issue Official Letter 131-CV/DU in 2025 to the Standing Committees of the Provincial Party Committees of provinces and cities, emphasizing the viewpoint of "maintaining existing schools", including: kindergartens, primary schools, secondary schools, high schools and inter-level schools. The merger and adjustment must only be done when it is really necessary and must ensure convenience for people and students.
Implementing these directives, many localities across the country have completed the arrangement plan, or have proposed merging schools.
Quang Ninh has completed the merger of the network of commune-ward schools in the whole province nearly a month ago. However, the arrangement of reducing more than 50% of school focal points, according to the Ministry of Education and Training, is far exceeding professional recommendations, causing imbalance in scale, leading to overload of facilities and affecting teaching quality.
Localities such as Ho Chi Minh City, Phu Tho, Ha Tinh, Ca Mau have proposed merging dozens of universities, colleges and many secondary schools to streamline the network of educational institutions.
