The Ministry Inspectorate of Education and Training has just issued the inspection conclusion "On the inspection of enrollment and training activities at all levels of higher education for Thuy Loi University".
The conclusion of the Ministry Inspectorate of Education and Training pointed out some shortcomings at the University of Water Resources in the enrollment work, such as the Department of Fluid and Gas Mechanics training at the doctoral level for 5 consecutive years (from 2018 - 2022). In addition, there are 2 doctoral majors, Environmental Engineering, Water Supply and Drainage Engineering in 2022 and 2023, which also failed to enroll students.
Regarding the violations, the Ministry Inspectorate found that the school determined and announced the 2022 master's enrollment quota for the following majors: Environmental Engineering, Traffic Construction Engineering, and Hydraulic Construction Engineering, exceeding the capacity according to the regulations of the Ministry of Education and Training, violating Decree No. 04 of the Government on administrative sanctions in the field of education. This violation was also repeated in 2023 in the majors of Water Supply and Drainage Engineering and Construction Management, exceeding the capacity according to regulations.
According to the Ministry Inspectorate, the responsibility for the above violations lies with the principal, vice principal in charge of admissions and the school's admissions advice department.
The Ministry Inspectorate also pointed out the inadequacy when the University of Water Resources stipulates that the regular training time is from 7:00 a.m. to 9:30 p.m. (Monday to Saturday).
"This is not consistent with the prescribed learning time frame of the Ministry of Education and Training" - the inspector's conclusion clearly stated.
Regarding the handling plan, the Ministry Inspectorate requested the school to review all internal documents and regulations, promptly amend, supplement, and issue documents within its authority in accordance with the provisions of the law and the Ministry of Education and Training.
The school needs to determine the quota, organize enrollment, and organize the management of the training process in accordance with current regulations of the Ministry of Education and Training. At the same time, supplement the teaching staff to meet the requirements in terms of quantity and qualifications for each program.
The school is responsible for reviewing and reporting to the Department of Higher Education to propose solutions for the following majors: Fluid and Gas Mechanics, Environmental Engineering, and Water Supply and Drainage Engineering when it has not been able to enroll students for many consecutive years.
The Inspector also requested the school to organize a review, clarify the responsibilities of organizations and individuals (including the principal and vice principal) when the above shortcomings and violations occurred and report the results of the inspection conclusion to the Ministry of Education and Training.
