A series of violations in training
The Ministry Inspectorate of Education and Training has just issued the inspection conclusion on "The establishment and operation of the School Council; enrollment, training management; conditions for opening and maintaining majors at all levels of university education; training, management of granting certificates and diplomas for Tra Vinh University".
According to the Ministry Inspectorate of Education and Training, the Tra Vinh University Council for the 2021-2025 term has not yet met the 5-year term as prescribed. The school has been slow in completing the School Council, failing to meet the 6-month term as prescribed.
The regulations on the organization of school activities do not yet stipulate the following contents: Form of decision of the school council for each type of activity; basis and procedures for proposing dismissal or removal of the university principal according to regulations...
Regarding master's degree enrollment, Tra Vinh University has not yet issued a decision on supplementary knowledge for candidates with a university degree in the correct or appropriate major but graduated many years ago or with a degree issued by another training institution; the content of knowledge that candidates need to supplementary learn does not meet the regulations.
Regarding university training, Tra Vinh University organized a collaboration with the Can Tho City Continuing Education Center, the 2020-2023 course of university training in the form of working while studying Law did not ensure "the permanent teaching staff teaches at least 70% of the training program content", violating the regulations according to the Circular of the Ministry of Education and Training.
In addition, the school assigned full-time lecturers to teach the 2021 Law university class at the Go Cong College distance learning station, which did not ensure the regulation that "full-time lecturers must undertake at least 50% of the teaching volume of the distance learning program".
According to the inspector, Tra Vinh University's recognition of 14 students with a degree in Intermediate Political Theory due to exemption from some credits in the training program did not ensure the amount of knowledge - this is a violation of the Ministry's circular; violating Decree 04/2021 of the Government on penalties for administrative violations in the field of education.
Administrative sanctions, review proposal
The Ministry Inspectorate of Education and Training has issued a decision to impose administrative sanctions on Tra Vinh University for recognizing the graduation of 14 students with an intermediate degree in political theory because they were exempted from some credits in the training program that did not meet the required knowledge volume.
At the same time, the School Board is required to rectify and overcome the limitations and shortcomings stated in the conclusion.
The school board organizes review, considers, and handles responsibilities (if any) according to its authority or proposes to competent persons to review the principal, vice principal, and individuals related to limitations, shortcomings, and violations.
The Principal must organize a review, consider and handle responsibilities (if any) according to his/her authority for heads of units and individuals related to the limitations, shortcomings and violations stated in the conclusion.
