Ho Chi Minh City Social Insurance (VSS) has publicized the list of colleges and universities with a student participation rate in health insurance of less than 98%. According to regulations, students studying at educational institutions in the national education system are required to participate in health insurance.
Ho Chi Minh City Social Insurance said that in recent times, the implementation of HSSV health insurance in Ho Chi Minh City has achieved many positive results, many schools have maintained 100% of HSSV participating in health insurance for many consecutive years.
However, there are still some schools, especially in colleges and universities, where the health insurance participation rate is still low, affecting the medical examination and treatment rights of the family and the health workers themselves when they are unfortunately sick or ill, and at the same time not meeting the requirements of ensuring social security.
According to the published list, many schools have quite low participation rates. The College of Transport has 699/2,653 students participating in health insurance (reaching 26.35%); Ho Chi Minh City College of Economics and Tourism has7/198 students participating (reaching 48.99%); Hoa Sen Vocational College 94/183 students (reaching 51.37%); Vietnam-USA Vocational College 399/770 students (reaching 51.82%)...
Talking to Lao Dong, Mr. Hoang Ngoc Tram - Principal of the College of Transport said that the actual rate of students participating in the school's health insurance is more than 26.35% because many students have participated in health insurance by household.
According to Mr. Tram, in the past, the school has actively implemented propaganda and mobilization work so that students and parents clearly understand the benefits of participating in health insurance, but still cannot reach a rate of 100% of students participating.
"The regulation is mandatory, but there is no mechanism for punishing students who do not attend school. The main problem still lies in awareness and economic conditions, many cases of students with difficult circumstances," said Mr. Tram.
At Van Lang University, the rate of students participating in health insurance is at 91.19%. Mr. Vo Van Tuan - Vice Principal said that the school is continuing to issue documents and notices to students, to require students to participate in health insurance in full and in accordance with regulations, ensuring 100% of students participate.
At Viet Giao Secondary School, Mr. Tran Phuong - Principal said that the number of students who do not participate in health insurance is because they have dropped out of school or have paid in the locality. According to statistics, the number of students in the school is 110, of which 97 have participated in health insurance, reaching 88.18%.
"In reality, the number of students in the school is quite low, so although the number of students who do not participate in health insurance is small, the percentage is still high. The school will contact the Social Insurance to update the list of students," said Mr. Phuong.
Mr. Tran Dung Ha - Deputy Director of Ho Chi Minh City Social Insurance - said that every year, Ho Chi Minh City Social Insurance coordinates with universities and colleges to propagate and disseminate about the need to participate in health insurance for students and urge schools to comply with the provisions of law.
However, there is currently no sanction for schools with the rate of students participating in health insurance not reaching 100% as required. Because compulsory health insurance is different from compulsory social insurance in that the only participants in health insurance here are students, not schools that have to pay health insurance for students.
Mr. Tran Dung Ha also said that to achieve a 100% rate of students participating in health insurance, it is necessary to consider regulating health insurance collection along with tuition fees at the beginning of the year. At the same time, the school also takes measures to deal with students who have been informed and disseminated about participating in health insurance but have not yet participated.
