At the gate of Ham Rong High School at around 10:30 a.m. on November 12, after school, many students drove motorbikes over 50cc from the schoolyard to the outside. Some students even take their friends on the road without wearing helmets.
A similar situation also occurred at the gate of Nguyen Trai High School (Hac Thanh Ward). At about 11:15 a.m. the same day, many students drove motorbikes away from school and joined the traffic on the streets.
In reality, the situation of students at high schools in Thanh Hoa province using motorbikes with large cylinder capacity to go to school is still quite common, not only in the inner city but also in many other localities.
Students who are not old enough to drive motorbikes over 50cc, do not even wear helmets or carry more people than the prescribed number, pose many potential risks to traffic safety.

According to the representative of the Traffic Police Department of Thanh Hoa Province Police, implementing the direction of the Traffic Police Department - Ministry of Public Security on launching a campaign to inspect students' compliance with traffic laws nationwide, for 3 days (from November 4 to 6), Thanh Hoa Traffic Police force coordinated with the police of communes and wards to establish 75 inspection working groups at 80 schools (21 secondary schools and 59 high schools), a total of 188 parking lots were inspected.
As a result, more than 1,500 students were unable to drive to school; more than 3,700 students wore substandard helmets; hundreds of cases did not install left rearview mirrors. The working groups invited more than 1,500 parents to work, reported violations and required them to sign a commitment not to give their children vehicles when they do not meet the prescribed conditions.
