Currently, in Vinh City (Nghe An), there are 61 teachers and staff working under the contract at preschools and junior high schools of public non -business units to ensure a part of regular expenditure.
Notably, most of these have been attached to the local education sector for 12 to 30 years, mostly signing contracts directly with the district People's Committee many years ago. However, according to current regulations, professional and professional positions in public non -business units are not allowed to sign labor contracts but must be recruited according to payroll criteria.
In case the unit wants a labor contract in other positions, it is forced to pay by the legal revenue, not to use the state budget. The problem arises when schools in Vinh City cannot balance enough revenue to pay salaries for this contract.
Meanwhile, the use of the budget to pay the salary was rejected by the treasury, because it was not in accordance with the regulations.
However, considering the specific nature and historical factors, in 2025, the People's Committee of Vinh City took the initiative to allocate enough funds to pay salaries and salary contributions to all 61 employees. But this is only a situation solution in a certain time, cannot last.

"The handling of 61 cases of teachers, long -term contract staff is really very difficult. We are reviewing each specific case, and carefully researching the law provisions and consulting competent agencies to find optimal, appropriate and reasonable plan" - Vinh City People's Committee representative shared.
