On April 11, information from Vinh City said that it had just sent a document to the Nghe An Department of Home Affairs and the State Treasury of Region X, requesting payment of salaries to 61 long-term contract workers.
According to the People's Committee of Vinh City, on the basis of Decision No. 3720/QD-UBND dated December 31, 2024 of the People's Committee of Nghe An Province on the assignment of staffing and professional and technical contracts at public service units, Vinh City is assigned 57 contract targets under 12 months of salary from the budget according to Decree No. 111/2022/ND-CP.
However, there are currently 61 contract teachers in the area working at public kindergartens and secondary schools that are self-sufficient in regular expenses. These people all have worked for 12 to 30 years, are taking on professional work, teaching stably at schools.
Vinh City People's Committee said that it has proactively calculated and arranged enough funding from the city budget in 2025 to pay salaries, allowances and salary contributions to these contracts. Continuing to maintain the above-mentioned teaching staff is necessary to ensure teaching activities at educational institutions, especially in the context of the locality implementing administrative unit arrangement and staff streamlining.
In the document recommending the Department of Home Affairs and the State Treasury of Region X, based on Clause 2, Official Letter No. 8381 dated September 27, 2024 of Nghe An Provincial People's Committee, Vinh City People's Committee proposed to allow salary payment for 61 labor contracts at schools, with funding provided by the city budget.
The specific list of schools with contract teachers includes 12 secondary schools (34 people) and 21 kindergartens (27 people), distributed in wards and communes in the city such as Nghi Hai, Nghi Thu, Truong Thi, Le Mao, Quan Bau, Nghi Phu...
The resolution of the above proposal not only contributes to the psychological stability of the teachers, ensuring the legal rights of workers, but also has practical significance in maintaining the quality of education and stabilizing the local political situation.
Previously, as reported by Lao Dong Newspaper, on January 26 (ie December 27 of the lunar calendar), many teachers and school staff in Vinh City have not yet received their January 2025 salary.
At Le Thi Bach Cat Secondary School, there are 3 teachers and 1 contract employee whose salaries have not been paid. Le Thi Bach Cat Secondary School was formerly located in Cua Lo town. From January 1, 2025, after Cua Lo town merged into Vinh city, the school will be transferred to the city for management.
According to research, some schools that were previously in Cua Lo town have now moved to Vinh city, with dozens of teachers and contract staff who have not received their salaries.
Due to changes in the management mechanism, these contract employees are paid from the unit's revenue. However, because some schools have not completed the procedures in time, the State Treasury has also temporarily suspended the payment of salaries from January 2025 for teachers and contract staff.
Faced with that situation, the People's Committee of Vinh City has sent a document to the Provincial People's Committee to ask for a solution, in order to ensure the rights of teachers and contract staff and stabilize the operations of schools in the area.
