The Hoa Lu University construction project (Ninh Binh) was approved for investment and construction since 2007 with a total area of 25 hectares in Ninh Binh city with a total investment of over 488 billion VND from the state budget.
The project was invested by Hoa Lu University, however, due to difficulties in funding, the project had to be temporarily suspended and abandoned for more than 15 years.
By 2019, this project was transferred to the Ninh Binh Provincial Civil and Industrial Construction Investment Project Management Board as the investor. To ensure the standards of facilities, meet national standards for higher education institutions, and at the same time meet the objectives of the Hoa Lu University Development Planning Project for the period 2021 - 2025 and orientation to 2030, the Ninh Binh Provincial People's Committee approved the adjustment and supplementation of the Hoa Lu University construction project with a scale from 25.2 hectares to 17.3 hectares.
The total investment of the project after adjustment is nearly 770 billion VND, an increase of nearly 300 billion VND compared to before adjustment from the central budget, national target program capital and Ninh Binh province's budget; the project implementation period is until the end of 2025.
On October 29, speaking with Lao Dong Newspaper reporter, Mr. Tong Duc Long - Deputy Director of the Ninh Binh Province Civil and Industrial Construction Investment Project Management Board - Project Investor - said that the Hoa Lu University construction project is one of 16 key projects identified by Ninh Binh province that need focused leadership and direction for implementation.
According to Mr. Long, after a long period of abandonment, the project was restarted in August 2023. Currently, the Project Management Board and the construction contractor are focusing on all solutions to overcome difficulties, striving to complete the items ahead of schedule, and committed to implementing the progress ahead of schedule.
With the responsible participation of the investor, the construction unit, 30 technical staff and more than 300 workers working continuously and urgently, up to now, 60% of the work volume has been basically completed.
“From now until the end of 2024, we will strive to complete 80% of the volume and basically complete the items of the headquarters building, two lecture halls, library, medical building, dining room, and practice workshop. Other items such as the gymnasium, conference hall, and swimming pool will complete the rough construction of the first part of the project before September 2025," said Mr. Long.
