Thu Dau Mot University said that the refunded tuition fee is the tuition fee that has paid the difference between Decree No. 81/2021/ND-CP and Decree No.7/2023/ND-CP.
The school explained that in the second semester of the 2021-2022 and 2022-2023 school years, tuition fees have been collected according to the financial autonomy roadmap stipulated in Decree No. 81/2021/ND-CP dated August 27, 2021 of the Government.
On December 31, 2023, the Government issued Decree No.7/2023/ND-CP amending and supplementing a number of articles of Decree 81/2021/ND-CP. In Section a, Clause 3, Article 1 of Decree 97, it is stipulated that: The tuition fee collection rate for the 2021-2022 and 2022-2023 school years is equal to the tuition fee collection rate for the 2020-2021 school year.
"Thus, the new regulation takes effect after the school has completed the tuition fee collection for the above two school years. The tuition fee collection according to Decree 81/2021/ND-CP was in accordance with regulations at the time of implementation, and the difference arising was due to changes in the legal framework" - Thu Dau Mot University said.

Previously, Thu Dau Mot University issued a notice on tuition refund according to Decree No.7/2023/ND-CP.
The subjects of payment are students of university-level training systems who have paid tuition fees for the second semester of the 2021-2022 school year to the 2022-2023 school year. For students currently studying, this refund will be deducted from the tuition fee for the 2025-2026 school year. For graduates, the refund will be made when they have completed their debts (if any) and must provide full information, account number, and transaction bank name of the students.
Students need to update their citizen identification information, bank name, and account number to the school's system. The information provision period is until November 30, 2025.
Thu Dau Mot University said that after the above deadline, if students do not update information according to regulations, or have incorrect information, they will not be refunded and the money on the University will be paid to the state budget according to regulations. The school will compile and check the information and pay the students before December 15, 2025.
According to records, this is the second time Thu Dau Mot University has refunded tuition fees collected for students. Previously, the school refunded tuition fees for the 2020-2021 and 2021-2022 school years. In these two school years, the school collects tuition fees higher than the ceiling as prescribed. At the end of 2022, the State Audit requested Thu Dau Mot University to return 37.3 billion VND to students. In early 2025, the school will do this.
It is known that Thu Dau Mot University is the public school with the largest number of students in the northern area of Ho Chi Minh City. In recent years, the number of students at the school has been about 20,000.
