There have also been many questions from teachers about the rotation of appointment, promotion consideration, and salary classification. Among them, there is a question from Ms. Duong Ngoc Thuy Duong.
Ms. Duong said that she is currently a junior high school teacher, signed an official contract in September 2015. By September 2025, she had completed 9 years of service and was transferred to the new Grade II. Ms. Duong's new Grade II salary will be received from January 2025, but it will not be until April 2025 that she will receive a new salary (she has not yet received an official decision) with a master's degree - in the right field of teaching, which is 4.0, equal to the salary of a colleague with a bachelor's degree, for the same working time as Ms. Duong.
Ms. Duong asked, is your salary arranged like that in accordance with regulations?
Regarding Ms. Duong's question, the Ministry of Home Affairs responded on the Government Electronic Information Portal as follows:
Pursuant to Article 65 of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government regulating the recruitment, use and management of civil servants (amended and supplemented in Decree No. 85/2023/ND-CP dated December 7, 2023), the People's Committee at the provincial level decides or decentralizes the decision to appoint professional titles, salary classification, salary increase and seniority decentralization beyond the framework for civil servants holding professional titles of grade II or lower under their management.
The Ministry of Home Affairs also requested Ms. Duong Ngoc Thuy Duong to discuss with the civil servant management agency where she works for guidance and resolution.
The latest draft of the Law on Teachers, Article 12 stipulates the title of teacher as follows:
1. The title of teacher is a name that shows the qualifications, professional competence, and skills of teachers at each level of education and training.
2. The title of teacher is determined according to the requirements of professional activities at each level of education and training level.
3. The appointment and change of the title of teacher is carried out in accordance with the type of educational institution in the national education system.
4. The titles of teachers in each level of education and training level are determined to be equivalent when meeting the conditions prescribed by the Minister of Education and Training.
5. The Government shall detail this Article.
Many teachers expect that paying salaries based on job positions and ability to meet professional requirements will create more effective motivation and worthy recognition for all teachers.
