Teaching on a decade-long contract is not allowed to be on the payroll
On November 12, reflecting to reporters, a female teacher working at Nghi Thuy Secondary School (Cua Lo Ward, Nghe An Province) said that she has been with the school for 13 years but has not been recruited into the payroll yet.
"I work under an indefinite-term contract signed by the People's Committee of Cua Lo town (old), with an annual salary increase, and only during summer vacation do I not have a classroom allowance. Over the years, I have achieved the title of excellent teacher at the town level, been awarded a certificate of merit by the Chairman of Nghe An Provincial People's Committee, and have been an emulation fighter for many years. I just hope to be on the payroll to work with peace of mind" - the female teacher shared.
What makes her and many other contract teachers worried is that recently, Nghe An Department of Education and Training issued a notice of teacher recruitment, in which contract teachers have not been given priority for many years. "If they are not allowed to be on the payroll, the school will have a very difficult time in the near future because there is no source to pay salaries for teachers and contract staff" - she added.
Nghi Thuy Secondary School is one of the units with the most contract teachers and staff in the locality, with 4 teachers and 2 staff working. The one who has signed the contract at least has signed for more than 10 years, while the longest has been together for more than 20 years.
According to Ms. Phan Thi Thuy Hai - Principal of Nghi Thuy Secondary School, although not yet recruited, they are all important and indispensable personnel in the school's teaching activities. A typical example is Mr. Nguyen Van Thanh - Math teacher, Head of the Natural Sciences Group - who has had a contract for more than 20 years, is always responsible, devoted to his work, and is considered a professional pillar of the school. "The school has also proposed solutions to the regime for teachers and contract staff and is waiting for specific instructions from superiors" - Ms. Hai said.
However, in the structure, title, and number of people accepted and recruited to work in public preschools, primary schools, and secondary schools in the 2025-2026 school year, the group of long-term contract teachers is not in the priority group (only priority is given to employees). This makes many contract teachers worried and worried about the future of their jobs.
"The concerns of contract teachers are well-founded, because they are always worried when they are not on the payroll. The school hopes that all levels will create conditions for teachers and contract staff to be soon officially recruited, stabilize their work and have appropriate salary funding" - Ms. Phan Thi Thuy Hai shared.
Priority will be given to contract teachers in recruitment
On November 12, speaking with reporters, a representative of the Organization - Personnel Department of Nghe An Department of Education and Training said that the whole province currently has more than 200 contract teachers signed by district-level administrative units (before the merger), but have not yet been recruited into the payroll. Most of them have over 10 years of experience, experience and professional qualifications, he said.
According to a representative of the Department of Education and Training, Nghe An has recently had 1,700 additional teacher positions. However, 1,000 of them are included in the staff streamlining target, so in reality, only about 700 positions are allocated. "Therefore, it is not possible to recruit all contract teachers.
