Resolution 71 of the Politburo on breakthroughs in education and training development has set out many important tasks and solutions. In particular, expanding training programs and projects, developing the teaching staff, increasing support policies for lecturers to study to improve their qualifications at home and abroad; Building programs to attract excellent lecturers from abroad with outstanding incentives.
In Can Tho City, every year, higher education institutions in the area enroll nearly 30,000 students, serving the human resource training needs of the entire Mekong Delta region. However, according to educational institutions, inviting and attracting human resources, especially foreign experts and lecturers to the city still faces some difficulties related to procedures.

Dr. Nguyen Xuan Phong - Vice Principal of FPT University, Can Tho Branch - said that currently, the procedures for applying for a labor license for foreign experts and lecturers teaching at the University must be handled at the central level. This takes a lot of time and effort.
Therefore, if there is a specific mechanism, the school hopes that the city can consider and propose to decide on issues allowing foreign experts and lecturers to work at local and city levels. This will support educational institutions in attracting foreign experts to teach.
According to Associate Professor, Dr. Tran Trung Tinh - Principal of Can Tho University - Central, there are regulations and policies related to attracting foreign experts. What the school is interested in is how to specify those policies, such as the number allocated to each school or the issue of granting labor licenses to foreign experts and lecturers. In particular, attracting foreign experts may affect the opening of new industry activities at the unit.
For very new majors in Vietnam, if they do not hire experts, there will be a shortage of permanent lecturers. For example, the industry trains human resources to operate nuclear power plants, if there are no experts, they have to go to international invitations. And called up internationally but could not sign a contract. Therefore, this is also a difficult problem, explained Associate Professor, Dr. Tran Trung Tinh.

Regarding the issue of human resource development and talent attraction, at the working session with universities in the area on the afternoon of November 11, Chairman of Can Tho City People's Committee Truong Canh Tuyen assigned Acting Director of the Department of Home Affairs, Acting Director of the Department of Education and Training, Director of the Department of Health to coordinate with the Department of Finance to quickly develop policies.
The Chairman of the People's Committee of Can Tho City emphasized that the development of a policy to attract human resources is one of the important contents in the Action Program of the Resolution of the 1st City Party Congress. In which, it includes policies on treatment, support, and improvement of qualifications for teachers, attracting experts and scientists who are good at research and teaching in the city. In particular, departments need to propose policies and mechanisms to promote scientific and technological research and innovation.
