Regarding the incident in which Ms. Nguyen Thi Ly - Vice Principal of Ninh Thanh Secondary School (Hoa Lu Ward, Ninh Binh) and Ms. Vu Thi Lan Anh (taught English) from the same school arbitrarily took students from outside to teach extra classes at night to collect money, on November 29, speaking with a reporter from Lao Dong Newspaper, a representative of Hoa Lu Ward's leadership said that the ward had issued a request, the Party Cell Secretary and Principal of Ninh Thanh Secondary School held a meeting of the Party Cell, the Board of Directors and the School's Pedagogical Council to review and clarify the responsibility of the collective and individuals for the situation of extra teaching and learning in schools that was not in accordance with the regulations in Circular 29 of the Ministry of Education and Training and the directives of the People's Committee and People's Committee of Hoa Lu Ward.
At the same time, based on the regulations of the Party and State, there is a form of handling for collectives and individuals who violate according to regulations.
According to the representative of Hoa Lu ward, to strictly implement regulations on extra teaching and learning in the ward. In the 2025 - 2026 school year, based on Document No. 238/UBND-VP6, dated October 23, 2025 of the People's Committee of Ninh Binh province on strengthening State management of extra teaching and learning activities in the province, on September 18, 2025, the People's Committee of Hoa Lu ward issued Document No. 651/UBND-VHXH on strengthening State management of extra teaching and learning activities in the ward.
According to the reflection of the people and the press, at Ninh Thanh Secondary School, there is still a situation of extra teaching in schools that is not in accordance with the regulations in Circular No. 29/2024/TT-BGDDT, dated December 30, 2024 of the Ministry of Education and Training on the Regulations on extra teaching and learning and the directive document of the People's Committee of Ninh Binh province and the People's Committee of Hoa Lu ward on extra teaching and learning.
The People's Committee of Hoa Lu Ward assigned the Department of Culture - Society to monitor and urge the organization of the school's review and report to the Standing Committee of the Party Committee and the leaders of the Ward People's Committee according to regulations.
Previously, on November 27, Lao Dong Newspaper published an article "Children of a secondary school in Ninh Binh illegally teach extra classes at school at night" reflecting that Ms. Nguyen Thi Ly - the school's vice principal (teaching Literature) and Ms. Vu Thi Lan Anh (teaching English) arbitrarily took students from outside to school to teach extra classes at night to collect money, causing many parents to be upset.
