The Ministry of Transport has just issued Circular No. 34/2024/TT-BGTVT regulating the operation of road toll stations. The Circular takes effect from January 1, 2025.
Point a, Clause 1, Article 22 of the Circular stipulates that projects that collect road use service fees must temporarily stop collecting in the following cases:
The management unit for violations of road maintenance quality has been warned twice in writing by the competent authority with a deadline for correction.
Details of violations of construction maintenance quality are specified in Appendix II issued with this Circular.
The collection suspension period is calculated from the time of request stated in the suspension document until the collection management unit completes the correction, but not less than 1 day.
Violations that may result in temporary suspension of toll collection include violations of the sign system, markers, guardrails, and reflective studs.
For national highways and provincial roads, the system of signs, markers, and guardrails ≥10% of the total number of signs or 5% of prohibition signs are blurred and do not meet QCVN 41:2024/BGTVT, and do not ensure visibility of signs; the reflective film does not meet TCVN 7887:2018 standards; ≥20% of markers and guardrails are damaged and ineffective.
For highways, this standard is even higher. In case ≥ 3% of signs do not meet QCVN 41:2024/BGTVT, the visibility of signs is not guaranteed; the reflective film does not meet TCVN 7887:2018 standard; ≥ 3% of markers, guardrails, and reflective studs are damaged and ineffective, the collection of road tolls may be temporarily suspended.
