L3 Bridge over Lu River is an important item in the Ring Road 2.5 project (Dam Hong - National Highway 1 section) - an important traffic project in Hoang Mai district (Hanoi), with the goal of connecting the eastern and southern areas of the city, reducing traffic load on existing routes.
However, after many years of construction, the L3 bridge and the entire Ring Road 2.5 project are still unfinished and behind schedule, causing difficulties for people's travel as well as affecting the socio-economic development of the area.
According to Lao Dong's records on November 7, the L3 Ring Road 2.5 bridge has constructed 20 bored piles, all bridge piers and cast all beams.
Currently, this bridge is surrounded by a fence, the construction unit has long since withdrawn all machinery. The items have turned into concrete blocks exposed to the sun and rain, rusted steel,...
People living nearby said that because the temporary bridge across the Lu River is too small for the traffic density, especially during rush hour and bad weather days, the road here is often congested.
"This is a key traffic project, but I don't understand why it's taking so long to complete. The prolonged construction not only affects daily life but also reduces the quality of urban space, causing traffic jams and unsafe traffic" - Mr. Nguyen Van An (36 years old, Dinh Cong ward, Hoang Mai) was upset.
Mr. An and many people hope that the project will be completed soon so that travel will be more convenient and the lives of people around the area will also change.
The construction project of Ring Road 2.5, Dam Hong - National Highway 1 section, is invested in the form of BT (build - transfer) contract with a length of 2.06km, total investment of more than 1,300 billion VND.
The project started in 2014, but had to be temporarily suspended in 2020 due to difficulties in site clearance and the BT contract expiring. For the past 4 years, construction machinery has been "shelved" waiting for the BT contract to be extended.
