Project Management Board 5 (Vietnam Road Administration) said that by mid-July, the handover of the site for the project to renovate and upgrade National Highway 28B through Lam Dong province had been basically completed.
The project is divided into 2 packages: Package XD01 (the first 42km) expected to be completed in May 2026 and Package XD02 expected to be completed in October 2025.
To complete the project on schedule, it is noted that on National Highway 28B, there are many simultaneous construction teams in many locations. Contractors have also increased human resources and construction machinery.

On Dai Ninh Pass - a key section of the project - construction teams are straightening the route, expanding the road surface at dangerous curves. There are locations where excavators have to go to the middle of the construction road and there are workers who stand to signal the cars to temporarily stop.
After a few minutes, the excavator moved close to the edge so that the vehicles could continue moving. This is repeated, showing the harshness of construction in the middle of the pass.
At night, in the middle of Dai Ninh Pass, many teams lit up lights, taking advantage of the limited time for construction. Dump trucks transporting soil and rocks and road rollers operate continuously to treat the roadbed after leveling the cliff.


In the midday sunlight, many workers are still working hard on the overpasses. Because this area often has rain in the afternoon, it is necessary to make the most of it when the weather is favorable for construction.
In the past, the project's construction progress has been slow due to a number of reasons such as having to change forest purposes, slow conversion of land use purposes, slow collection of forest trees to hand over clean land to the construction unit.


Localities where the project passes through also fulfill their responsibility to pay for afforestation to replace the project's forest use conversion purpose. At the same time, issue a decision to reclaim land, inventory and compensate for forest trees, decide to change the purpose and allocate land.
Currently, procedures for forest land and forests on land related to the project have been completed.


According to Project Management Board 5, the total land area recovered for the project is nearly 68 hectares. To date, localities have handed over 62/68ha.
The locations have been handed over the site, the construction unit has arranged equipment and immediately started construction. Because the completion of the project is the daily desire of the people after the merger of the province. This is the shortest route to go from Binh Thuan (old) to the administrative center of Lam Dong province (old Da Lat city).
Recently, the travel demand of cadres, civil servants and workers on this route has increased. However, this route is bad due to construction, so travel time is up to 4.5 hours. When the route is completed, travel time can be shortened to 3 hours.
The project to renovate and upgrade National Highway 28B through Lam Dong province is about 68km long, with a total investment of more than VND 1,400 billion. The project has a starting point intersecting with National Highway 1A (Luong Son commune), the end point intersecting with National Highway 20 (Ninh Gia commune).
The project is invested by the Vietnam Road Administration and this unit assigned Project Management Board 5 to manage the project.
The project is invested according to the scale of a level III plain road, a 12m wide roadbed, a 11m wide road surface, and a design speed of 80 km/h.
