Accordingly, voters believe that Binh Dinh province is currently facing difficulties in budget revenue, especially land use fees.
Therefore, to ensure capital for rapid project implementation, voters proposed to consider supporting a part of the investment cost for the expansion of Phu Cat Airport, about 1,500 billion VND (Total investment for construction of the second runway, connecting taxiways and other works in the airport area is about 3,013 billion VND).
The remaining funding will be allocated from the local budget to complete the project.
Responding to this issue, the Ministry of Transport said that because Binh Dinh province is still facing difficulties in budget revenue, in case the Prime Minister assigns the People's Committee of Binh Dinh province to be the managing agency, to speed up the project implementation, the Ministry of Transport agrees with the policy of requesting the Central Government to support part of the budget and requests the Province to work with the Ministry of Planning and Investment, Ministry of Finance for consideration and reporting to the competent authority for decision.
The Ministry of Transport also provided additional information on the investment and development plan for Phu Cat Airport as follows:
Based on the proposal of the People's Committee of Binh Dinh province, the Ministry of Transport reported to the Prime Minister in Official Dispatch No. 7978/BGTVT-KHDT dated July 26, 2024.
Accordingly, the investment implementation plan proposed by the People's Committee of Binh Dinh province is consistent with the Phu Cat Airport Planning for the period 2021-2030, with a vision to 2050 approved in Decision No. 1686/QD-BGTVT. The implementation into 3 projects is also consistent with the nature and necessary investment roadmap of these projects.
Based on the current infrastructure status of Phu Cat Airport, in order to improve the capacity of civil aviation exploitation, while ensuring the maintenance of regular military missions, the Ministry of Transport supports the policy of early research and investment in runway 2, connecting taxiway system and synchronous technical infrastructure works in the airport area.
Regarding the assignment of Binh Dinh Provincial People's Committee to organize the investment in the construction of runway No. 2, the Ministry of Transport responded as follows:
Implementing the direction of the Government's leaders in Notice No. 446/TB-VPCP dated October 2, 2024, the Ministry of Transport issued Official Dispatch No. 10614/BGTVT-KHDT requesting relevant ministries and branches to coordinate to unify the plan to assign the People's Committee of Binh Dinh province to be the owner to implement the investment and construction of runway No. 2.
Based on the opinions of relevant agencies, the Ministry of Transport will synthesize, finalize and advise the Prime Minister according to regulations.
Regarding the proposal to submit to the National Assembly for consideration and approval of a special mechanism to assign the People's Committee of Binh Dinh province to organize the investment in the construction of runway No. 2, the Government is currently studying to amend the regulations on investment expenditure tasks according to Clause 9, Article 9 of the State Budget Law 2015 in the draft Law amending and supplementing a number of articles of the Securities Law, the Accounting Law, the Independent Audit Law, the State Budget Law, the Law on Management and Use of Public Assets, the Tax Administration Law, the National Reserve Law and reporting to the National Assembly for approval in the coming time, as a basis for implementation.
Regarding the policy of responsibilities for compensation and site clearance into a separate project, the Ministry of Transport said that, according to the instructions of the Ministry of Natural Resources and Environment (Official Dispatch No. 3872/BTNMTQHPTTND dated June 17, 2024) and the Ministry of Planning and Investment (Official Dispatch No. 3931/BKHDTPTHTDT dated May 22, 2024), the separation of compensation, support, resettlement, and site clearance items into independent projects will be carried out when the competent authority approves the project investment policy in accordance with the provisions of the law on land and public investment.
Therefore, after being assigned by the Prime Minister to the People's Committee of Binh Dinh province as the governing body, during the process of approving the project investment policy, it is recommended that the Provincial People's Committee proactively study and separate the site clearance work into an independent project for implementation.
