On October 14, the leader of the People's Committee of Quang Tri province confirmed that the People's Committee of the province has just sent a document proposing to the Ministry of Transport about a number of key transport projects in Quang Tri province.
In Quang Tri province, there are still a number of works and projects investing in transport infrastructure connecting the East-West economic corridor through the province that need to be implemented and completed according to national orientations and planning of the transport infrastructure network. In particular, the Cam Lo - Lao Bao expressway project.
Quang Tri province has completed the proposal for the Cam Lo - Lao Bao Expressway Project under the public-private partnership (PPP) model. The project has a length of 56km, a scale of 4 lanes with a total investment of 13,952 billion VND.
To ensure feasibility, financial solutions, and convenience in attracting non-budgetary investment capital under the PPP method, it is necessary to have a very large state capital participation, exceeding the state capital participation ratio in PPP projects as prescribed in Clause 2, Article 69 of the PPP Law.
Therefore, Quang Tri province has proposed to apply special mechanisms and policies and pay attention to supporting and arranging state capital to participate in the project from the increased central budget revenue source for the period 2023-2025, and the medium-term public investment plan of the central budget for the period 2026-2030.
Mr. Le Duc Tien - Vice Chairman of Quang Tri Provincial People's Committee - said that based on the opinion of the Ministry of Planning and Investment, on September 24, 2024, Quang Tri Provincial People's Committee sent a document to the Prime Minister. In which, he respectfully requested the Prime Minister to pay attention and prioritize adding the Cam Lo - Lao Bao expressway project to the investment portfolio from the central budget, in the medium-term public investment plan for the period 2026 - 2030 of the Transport sector to implement the next procedures.
“On October 9, the People's Committee of Quang Tri province continued to report, respectfully requesting the Ministry of Transport to pay attention to and update the investment project to build the Cam Lo - Lao Bao expressway into the medium-term plan for the period 2026 - 2030 with the central budget of the transport sector to implement according to current regulations, and complete the project to ensure progress in accordance with the determined planning orientation" - Mr. Le Duc Tien informed.
Previously, the Provincial People's Committee approved Son Hai Group Company Limited as the investor to prepare a pre-feasibility study report. Since 2022, Quang Tri province has sought capital sources to implement the project, but due to limited local resources and access to ODA loans, the state capital participation in the project is not feasible, so Quang Tri province proposed to support the arrangement of public investment capital from the state budget from the above-mentioned medium-term capital source.
