At the press conference of the Da Nang People's Committee on the afternoon of December 2, Mr. Nguyen Ha Nam, Director of the Da Nang Department of Construction, frankly shared about the progress and difficulties that the National Highway 14B renovation and upgrade project is facing. Despite many efforts from authorities at all levels, the project has not been able to reach the finish line on time due to many problems.
The project to renovate and upgrade National Highway 14B is large-scale, with a length of more than 7km passing through a densely populated area. According to statistics, there are up to 1,082 documents that need to be cleared to get construction sites. A representative of the Department of Construction said that thanks to the drastic participation of localities, the site clearance work has achieved remarkable results.
"Up to now, we have basically about 75 records out of a total of 1,082 records. We have agreed with local units to try to hand over the site by the end of this year," informed a representative of the Department of Construction.
However, the remaining 75 records are considered complicated cases, requiring perseverance and more flexible solutions from the government. The delay in handing over "clean" land has been and is the main reason why the contractor cannot construct synchronously, affecting the entire project progress of the power line.
The leaders of the Da Nang Department of Construction also frankly acknowledged that although site clearance problems are part of the cause, the contractor's construction organization capacity is still limited, not meeting the requirements of a large-scale and complex project like National Highway 14B.
The third difficulty, and also a big challenge, is that the project has a huge need for fill soil to expand the roadbed, especially on both sides of the embankment. However, the search for mines with sufficient reserves and meeting standards is facing many obstacles, causing the supply of filling materials to be interrupted.
"The Department is also focusing on removing obstacles to support contractors with sources of filling materials. This is one of the three main reasons affecting progress," Mr. Nguyen Ha Nam emphasized.
According to the Department of Construction, this unit has worked and reported to the Ministry to request adjustments and an extension of the project completion time. It is expected that instead of completing by the end of this year, the project may need more time until the first or second quarter of 2026 to completely resolve problems with site clearance, materials and complete the entire project, ensuring quality and safety when put into operation.
