On December 13, Secretary of the Can Tho City Party Committee Nguyen Van Hieu had a working session with the City Construction Investment Project Management Board, Ninh Kieu District, Binh Thuy District and departments and branches on the implementation of the project to upgrade and expand National Highway 91 (section from Km0 - Km7).

Mr. Le Minh Cuong - Director of the Can Tho City Construction Investment Project Management Board, the project investor - said that the Board has completed the selection and implementation of 5.12 bidding packages, and is continuing to implement the remaining bidding packages. It is expected that on April 20, 2025, the construction contract will be signed and construction will start before April 30, 2025.
Mr. Cuong added that localities have carried out measurements, counting and compiling compensation statistics for project implementation, and proactively arranged resettlement land funds for affected people. However, there are still some difficulties in compiling statistics, because households are not in the locality and some cases are in dispute; there is no specific compensation price for crop damage and land price to calculate compensation.

Speaking at the meeting, Secretary of the Can Tho City Party Committee Nguyen Van Hieu said that this is a project that the Central Government is very interested in, therefore, relevant departments, units, and investors need to raise the sense of responsibility and political determination of all levels and sectors in implementing the project, avoiding delays and waste.
According to the Secretary of the Can Tho City Party Committee, the project has lasted for many years, now that it is receiving attention, it needs the consensus, support and sharing of the people, together with the City to do it soon to put it into use.
For Ninh Kieu and Ninh Thuy districts, it is necessary to soon complete the infrastructure of resettlement areas for people in mid-2025. At the same time, issue and post specific land prices to calculate compensation according to the commitment, and in 2025, the site clearance for the project must be completed.
The Secretary of the Can Tho City Party Committee emphasized that it is necessary to strengthen propaganda and mobilize people's consensus, especially those affected by business and trading; coordinate to provide information to reassure people; try to protect the maximum benefits of those affected by the project; and have land to start construction as soon as possible.

Previously, Chairman of Can Tho City People's Committee Tran Viet Truong signed a Decision on advancing the capital plan for the project to upgrade and expand National Highway 91 (section from Km0 - Km7), from local budget sources. According to the Decision, Chairman of Can Tho City People's Committee assigned more than 410 billion VND to advance the capital plan for the project.
The project has a total planned land area of 27.25 hectares; of which, 6.989 hectares need to be cleared (Ninh Kieu district nearly 1.7 hectares; Binh Thuy district more than 5.3 hectares). About 994 individuals, households and 84 organizations are affected by the project. The total cost of site clearance for the project is about 5,556 billion VND.
The Project to Upgrade and Expand National Highway 91 (section from Km0 - Km7) was approved by the People's Committee of Can Tho City in July 2024, with a total investment of more than 7,237 billion VND, from the central and local budgets.
The starting point of the project is at the intersection of Cach Mang Thang Tam - Hung Vuong - Tran Phu - Nguyen Trai streets in Ninh Kieu district. The end point connects to Km7 - Km14 in Binh Thuy district. The total length of the route is more than 7km, 23m wide, 6 lanes, designed speed 60km/h.
