1,300 billion VND road in Hanoi stalls before the finish line

Hanoi - The Ring Road 2.5 project, Dam Hong - National Highway 1A section, has stopped construction since 2020 when it reached over 90% of the volume and there is no date yet for resumption of construction.

The construction project of Ring Road 2.5, Dam Hong - National Highway 1A section (Hoang Mai district, Hanoi) is invested in the form of BT (build - transfer) contract with a length of 2.06km, total investment of more than 1,300 billion VND.

The project started in 2014, but had to be temporarily suspended in 2020 when it reached over 90% of the volume. The reason was due to many difficulties in site clearance and the BT contract expired.

Regarding project progress, package 1 has been constructed with a volume of about 1,270m/1,381.7m.

Many items such as wastewater drainage, rainwater drainage, roadbed have been completed or are under construction, including sections that have been constructed to the crushed stone layer and asphalt concrete pavement.

Package No. 2 of the bridge over the Lu River has constructed 20 bored piles, all bridge piers and cast all beams. The remaining items are under construction.

The construction items were exposed to the sun and rain, the rusty iron and steel made many people in the area feel sorry.

Residents of Dinh Cong Ward (Hoang Mai District) are upset because the project has been delayed for many years, while the population in this area is quite dense, making travel difficult. Besides, there is concern about environmental pollution.

"The project being "shelved" like this will lead to many consequences. I just hope the government will soon have a definitive solution" - said Mr. Le Huy Khoa (38 years old).

According to the investigation of Lao Dong Newspaper reporters, over the past 4 years, the project enterprise has been forced to temporarily suspend all construction activities on the road while waiting for the Hanoi People's Committee to extend the contract implementation period.

By February 2024, Hoang Mai District authorities had completed site clearance for the last 14 households within the project area. However, this area has not been handed over to the investor.

Currently, construction machinery is still "shelved" waiting for the BT contract extension, while the Ring Road 2.5 underpass project, which started construction in October 2022 with an investment of more than 770 billion VND, is ensuring completion in 2025.

It is very likely that the Ring Road 2.5 tunnel project will "go behind and come back first" if the Ring Road 2.5 construction project (Dam Hong - National Highway 1A section) does not soon have its contract extended and construction urgently started.

The investor said that it is continuing to submit documents to extend the contract with the Hanoi People's Committee. If approved in the fourth quarter of 2024 and the Hoang Mai District People's Committee hands over the remaining site, the unit will focus all its efforts on construction, striving to basically complete and connect with the Ring Road 2.5 underpass project in October 2025.
