The Hung Vuong road project connecting the East-West economic corridor and the Southeast Quang Tri Economic Zone (called Hung Vuong extended road), is a key infrastructure project, but is still facing site clearance problems. In this situation, the People's Committee of Quang Tri province has strongly directed localities and related units to focus on solutions to speed up progress.
The project consists of two routes: Hung Vuong and Bao Dai, passing through 3 villages of Ai Tu, Tan Kien and Ha Xa in Ai Tu commune, affecting 212 households with a reclaimed area of over 134,500m2. Of which, 21 households were directly affected in their housing. The total adjusted investment of the project is 130.3 billion VND, the total length of the route is nearly 4.2km.
The People's Committee of the old Trieu Phong district has approved 8 compensation and support packages of nearly 24.3 billion VND for 209 households, the area has been decided to be recovered at 132,925m2. However, there are still 3 households that have not issued a decision to reclaim and 7 households have not agreed to receive money and hand over the site, mostly due to problems with converting land use purposes or proposing to adjust the design.
The consortium of contractors including Manh Linh Construction Company Limited, Thanh An Joint Stock Company and Quang Tri General Construction Joint Stock Company is currently implementing the construction of a package with a contract value of more than 118.8 billion VND. Of which, the construction and installation of the extended Hung Vuong road alone is more than 73.6 billion VND. Statistics up to July 10, the implementation value has only reached about 26.5 billion VND, equivalent to 23.04%.
Specifically, on Hung Vuong Street, the crushed stone layer from Km0+123 to Km0+900 has been completed, 6 round culverts and the box culvert body at Km1+230, construction of embankment, drainage and Khe Su bridge deck sections. Bao Dai route is spreading crushed stone, filling K95 soil in some sections, constructing 2/4 cross-culverts and casting concrete components.
Mr. Nguyen Thanh Binh - Director of the Quang Tri Provincial Construction Investment Project Management Board - said that there is not much time left to complete the project, until September 30, 2025, which is the end, while the site clearance work has not yet been completed: "If not handled in time, the progress will be affected".
At the site inspection on July 18, Chairman of the People's Committee of Quang Tri province Tran Phong requested the leaders of Ai Tu commune and related units to continue to propagate and mobilize people to clearly understand the project's goals to coordinate the handover of the site.
Mr. Tran Phong emphasized that in cases of intentional non-resettlement despite being fully explained and supported in accordance with policies, it is necessary to resolutely apply construction protection measures and organize enforcement. The provincial chairman also requested contractors to urgently organize construction as soon as there is a clean site, ensuring the quality, technical and aesthetic aspects of the project.
The Hung Vuong extended road project is part of the overall Basic infrastructure project for comprehensive development of Quang Tri province, playing a strategic role in regional linkages and expanding urban space south of Vinh Phuoc river. When completed, the route will create a strong development momentum for the southern central area of the province. Although the project started in 2021, due to the contractor's capacity and land clearance problems, the project has been delayed for many years, causing voters to be upset. Quang Tri province has changed the contractor of the project because it does not meet the capacity.
