In 2010, Thanh Tri district (Hanoi) began site clearance work, reclaiming more than 185,000m2 of land to implement the project to renovate and upgrade National Highway 1A, Van Dien - Ngoc Hoi section (Km185-Km189), with a total investment of nearly 890 billion VND.
The project is 3.8km long, passing through 4 communes: Tu Hiep, Ngu Hiep, Ngoc Hoi and Lien Ninh. The cross-section will be widened to 46-56m, meeting the needs of 8-10 lanes.
In 2012-2013, Thanh Tri District People's Committee approved the compensation and support plan and handed over 92,674m2 of land to the Hanoi Traffic Construction Investment Project Management Board (investor). This area has been completed and put into use.
The remaining area of 93,072m2 corresponds to 806 land and construction projects on land of 806 households, individuals and organizations in the area of 4 communes of Tu Hiep, Ngu Hiep, Ngoc Hoi and Lien Ninh.
According to the People's Committee of Thanh Tri district, the project implementation process lasted for many years (since 2016), due to difficulties in determining the origin of the land, incomplete updates in the management of cadastral records for all land along National Highway 1A in communes, and complicated land use origins of households and individuals.
Based on State regulations, Thanh Tri District People's Committee has approved all 806 plans and organized compensation and support payments to households, individuals and organizations.
However, 718 cases have received compensation and handed over the site; 88 cases have not received compensation and handed over the site.
Faced with pressure on progress as directed by the Hanoi People's Committee (the project will only be implemented until the end of 2024), the Thanh Tri District People's Committee has developed a plan to organize compulsory land recovery for 88 cases that do not receive compensation and resettlement support.
The leaders of Thanh Tri District People's Committee affirmed that the district carried out site clearance in the spirit of benefiting the people but ensuring resoluteness and effectiveness. Administrative measures (coercion) are the last resort to force the district to handle the case in accordance with the law.
Up to now, Thanh Tri district has basically completed site clearance for the land area serving the National Highway 1A expansion project from Van Dien to Ngoc Hoi section according to the progress requirements. The authorities have handed over the cleared site to the construction unit to implement the project.
When completed, the expansion of National Highway 1A, Van Dien - Ngoc Hoi section, will contribute to synchronously connecting the city's traffic system with the southern provinces and cities, contributing to the socio-economic development of the southern key region of the capital in general and Thanh Tri district in particular.
