Hanoi reclaims land from nearly 1,300 households to open a 50-60m wide road

Hanoi - Ha Dong District plans to reclaim land from 1,266 households and individuals to expand nearly 6km of National Highway 6 through the area.

In December 2022, the Hanoi People's Committee started the renovation of 21.7km of National Highway 6 through Ha Dong and Chuong My districts, of which the section through Chuong My district is 15.8km long and Ha Dong is 5.9km long.

The starting point of the project is located at km14 in Ba La, Ha Dong district; the end point is km38, Xuan Mai town, Chuong My district.

The project has a total investment of 8,100 billion VND from the city budget. Of which, about VND 5,100 billion is for site clearance, VND 2,900 billion is for construction and equipment procurement costs.

According to the design, the expanded rear section has a cross-section of 50-60m, with a design speed of 80km/h. On the route, there is a box culvert (Tuan culvert) and seven bridges including: Mai Linh, Dong Tru, Tan Truong, Quan Lat, Xuan Mai, Song Bui and Nam Lu.

The project has four main intersections, including intersections of different levels (where two or more roads intersect at different elevations) with National Highway 21A, the North-South axis road and Ring Road 4.

The People's Committee of Ha Dong district said that on April 17, 2024, the City People's Committee approved component project 1.1: Compensation, support and resettlement for site clearance in Ha Dong district, with a total investment of more than VND 3,886 billion.

The total land area to be recovered for the project is expected to be about 26.46ha (public land 6.96ha; residential land, commercial services 8.36ha; agency land 0.16ha; rice and aquaculture land 10.95ha; cemetery land 0.026ha) related to 1,266 households and individuals.

The number of households expected to be resettled is about 317 households. The City People's Committee has approved the principle of a resettlement housing fund for the project in 2023, including 50 apartments, of which 19 apartments are at H's house in Trung Van ward, Nam Tu Liem district and 31 apartments are at A2 Kim Giang housing fund, Thanh Xuan district.

To speed up progress and ensure the exploitation of the documents on site clearance that have been carried out to avoid duplication of costs, Ha Dong district has proposed that the City People's Committee consider and approve the policy to allow receipt of the results of the work performed and sign the contract appendix on the basis of Contract No. 139/2022/HDTV-BQLCTGT dated November 2, 2022, to complete the remaining work to speed up the project implementation progress.

On December 16, 2024, the People's Committee of Ha Dong District worked with the City Traffic Construction Investment Project Management Board (investor) to review documents related to the survey consultancy package.

After reviewing, currently the content of Contract No. 139/2022/HDTV-BQLCTGT dated November 2, 2022 has only completed a part of the work and there is still time to perform the contract. According to the contents and articles 4 of the signed contract, there is not enough basis to terminate the contract because the contract still has implementation time, the work content remains unchanged.

In Chuong My district, by the end of 2024, the locality has handed over the site to the investor and contractor with an area of about 57.58 hectares, reaching 67.45% (public land and agricultural land) to implement the project.

According to the leader of the People's Committee of Chuong My district, this project in the area is still facing difficulties in confirming land origin, the application of site clearance policy mechanisms is transitioning from the 2013 Land Law to the 2024 Land Law.

In addition, within the scope of site clearance for project implementation, there are floating infrastructure works that must be moved, national defense land is reclaimed and changed to serve the purpose of socio-economic development, grave relocation, etc.

The People's Committee of Chuong My district has reported to the City People's Committee, departments and branches for guidance on removing obstacles and trying to complete site clearance in the first quarter of 2026.
