Hai Phong increases investment capital for transport projects by more than 110 billion VND

Hai Phong - Hai Phong City People's Council has just adjusted the investment policy for the Dai Thang axis road construction project (Duong Kinh district).

The Dai Thang Axis Road Construction Investment Project (from Pham Van Dong Street to the connecting route to the resettlement area), Hoa Nghia Ward, Duong Kinh District, was started on August 14, 2023, with a total investment of more than 111.7 billion VND.

The project is identified as a key project of Duong Kinh District.Once completed, it will contribute to upgrading traffic infrastructure, creating convenient travel conditions, enhancing communication, economic development, and urban beautification in the district.

The route is nearly 569m long, with a roadbed width of 25m, a road surface width of 15m, a sidewalk width of 2x5m; soft pavement structure - hot asphalt concrete road surface; complete construction of urban technical infrastructure works (including rainwater drainage, wastewater drainage, lighting system, road signs according to current standards); expansion at the intersection with Pham Van Dong Street...

According to the representative of the Duong Kinh District Construction Investment Management Board, as of October 10, the project has only reached about 27% of its volume. The reason is due to problems with site clearance, currently 25 households have not received compensation and have not handed over the site for project construction.

Increase investment capital, extend project progress

Faced with this reality, recently, at the 19th session (special session) on October 4, the People's Council of Hai Phong City, term XVI, 2021 - 2026, passed a resolution on adjusting the investment policy for the Dai Thang axis road construction investment project.

Accordingly, the project's total investment was increased from nearly 116 billion VND to more than 126.7 billion VND (an increase of more than 10.8 billion VND), of which the city budget was more than 111.7 billion VND and the Duong Kinh district budget was more than 15 billion VND. The project implementation period was adjusted from 2022 - 2024 to 2022 - 2025.

Duong Kinh District Construction Investment Management Board said that the city increased investment capital to implement the project to solve difficulties in site clearance. At the time of site clearance compensation, the land price for compensation calculation changed, causing additional site clearance costs.

It is known that the total area of ​​land recovered for site clearance of the project is 1.6 hectares, of which the land of 106 households with a total area of ​​5,355.9 m2 was recovered. The district has conducted an inventory of 106/106 households; approved 7-phase plans for 80 households and individuals with a total compensation and support cost of 48.5 billion VND (38/80 households use land for traffic and irrigation so they are not compensated, the remaining households are compensated). Up to now, compensation and support costs have been paid to 37/42 households, while 5 households have not received compensation.

For the remaining 25 households, the district announced a draft plan for 11 households with an amount of about 8.7 billion VND. The remaining 14 households will announce a draft plan in October 2024.

"The city's increased investment capital is the basis for the district to continue to compensate and clear the remaining households, trying to speed up the progress to complete and put the road into use in the second quarter of 2025" - said a representative of the Duong Kinh District Management Board.
