Art program time: From 10:15 PM on February 16 to 0:00 AM on February 17. 2. Fireworks display time: From 0:00 AM on February 17 (the 1st day of Lunar New Year), duration 10-15 minutes with 600 high-altitude fireworks, 150 low-altitude fireworks platforms. Stage location at the City Political - Administrative Center Square (Thuy Nguyen ward, Hai Phong).
Hai Phong City Police recommends to people: Passenger transport business vehicles and trucks should not enter the roads organizing events from 9 pm to 1 am on New Year's Eve; Limit the use of personal vehicles in the event area; Absolutely comply with the regulation and traffic diversion of functional forces; Do not stop or park in violation of regulations causing congestion.
Thuy Nguyen Ward People's Committee arranges parking and free parking locations to serve delegates and people attending the Binh Ngo Spring Welcoming Art Program 2026 from 6 pm on February 16 at the following locations:
Arrange 1 car parking spot to serve delegates attending the Program located on Bac Song Cam Square adjacent to Do Muoi street with an area of about 6300m2. Arrange 1 parking spot for the program service department located on both sides of Tran Kien street with a length of about 800m.
Arrange 5 car parking positions to serve people participating in the Program at locations:
Parking point No. 1 is located on North-South Avenue opposite the City Conference - Performance Center and the City Political - Administrative Center with a length of about 800m.
Parking point No. 2 is located on North-South Avenue adjacent to the City Conference - Performance Center and the City Political - Administrative Center with a length of about 800m.
Parking spot No. 5 and parking spot No. 6 are located on the East-West Highway with a length of about 400m/1 spot (2 spots with a length of about 800m).
Parking lot No. 7 is located on Bac Song Cam Square adjacent to North-South Avenue with an area of about 6300m2.
Arrange 2 motorbike parking spots to serve people participating in the Program at locations: Parking spot No. 3 and parking spot No. 4 located on the sidewalk of Dong Tay street adjacent to Bac Song Cam Square and the vacant land area with an area of about 3600m2 for 1 spot (total area of 2 areas is about 7200m2).
Vehicles participating in traffic to attend the program do not stop or park in the Do Muoi street area. Thuy Nguyen Ward People's Committee has arranged grassroots security forces to participate in supporting parking; guiding and directing to parking spots; developing plans to ensure security and order at parking spots as well as neighboring areas.
Direction, traffic diversion route: Direction from Hoang Van Thu Bridge: move to the end of East-West road, park at point No. 6 or branch roads of Bach Dang Apartment Complex; Direction from Binh Bridge: move and park at point No. 5 on East-West road; Direction from Tan Duong intersection: move in the direction of North-South road, park at points No. 1 and 2; Direction from 9C road: go from Do Muoi - Tran Kien intersection → Tran Kien → connecting Bach Dang Apartment Complex.
