The traffic project connecting key economic areas in the dynamic economic zone along National Highway 279 and National Highway 12 in Dien Bien province (dynamic road) was approved by the People's Committee of Dien Bien province from May 31, 2021. The project is invested by the Traffic Project Management Board.
The project aims to complete the transport infrastructure, ensuring synchronous connection between the basin area of Dien Bien district and Dien Bien Phu city. At the same time, creating regional linkages to promote the exploitation of potentials and advantages in developing agricultural and forestry production, trade services, and tourism.
This project will be implemented from 2021-2024, with a total investment of 1,300 billion VND and a total route length of 35.35 km. Of which, the route within Dien Bien Phu city is 5.78 km long. The route outside the urban area is 29.57 km long...
However, during the implementation process, the project has always been behind schedule, affecting the lives of many people. In particular, in recent days, hundreds of households living along the main route of National Highway 12 and National Highway 279, with a length of 19.56 km, have been affected by flooding and mud.
Mr. Ngoc Van Luong - a resident of Pom Mo Tho village, Thanh Chan commune, Dien Bien district said: "Every time it rains, my garden area turns into a pond. Water from the hills flows down without a way to drain, prolonged flooding causes plants to rot and crops to fail."
Sharing the same concern, Ms. Dinh Thi Ly - Che Bien village, Thanh Luong commune, Dien Bien district - said: "Before, my house was higher than the road surface, but now the road surface is higher so it is often flooded, causing severe impacts on life."
Meanwhile, the 2.66km long branch 3 from National Highway 12 to Thanh Yen Commune, Dien Bien District has also become muddy, making it difficult for people to move. The road surface has been narrowed in many sections due to the accumulation of soil and rocks during the construction process.
Ms. Quang Thi Thoa - a resident of Thanh Yen commune - said: "My house is right on the road so it's very miserable. When it rains, it's muddy, and when it's sunny, dust gets into the house every time a vehicle passes by."
Speaking with Lao Dong Newspaper reporter, Mr. Nguyen Minh Tuan - Acting Director of the Traffic Project Management Board of Dien Bien province - said that the dynamic road project is currently facing many challenges, especially the issue of site clearance.
The project completion date of December 31, 2024 is gradually shortening, while the remaining work volume is very large. In addition, the prolonged rainy and flood situation in 2024 also causes great obstacles in the construction process of contractors.
"For the sections under construction, we have requested the contractor to have a plan to ensure safety throughout the implementation process, minimizing the impact on people's lives. At the same time, coordinate with localities to make efforts in site clearance to speed up the project's progress," Mr. Tuan added.
