Proposal to spend nearly 38,000 billion to build Quy Nhon - Pleiku expressway

Binh Dinh voters reported that the Quy Nhon – Pleiku expressway would be difficult to implement if invested in the form of BOT. Therefore, it is necessary to transfer public investment to this project.

Voters reflected and implemented the conclusions and directions of Prime Minister Pham Minh Chinh at the working sessions of the leaders of Gia Lai province and the leaders of Binh Dinh province in Notice No. 173/TB-VPCP dated June 15, 2022 and Notice No. 59/TB-VPCP dated February 28, 2023; Binh Dinh Provincial People's Committee worked with Gia Lai Provincial People's Committee, Gia Lai Provincial People's Committee worked with the State Capital Investment Corporation (SCIC) on the project's investment plan under the BOT or public-private partnership (PPP) method.

Through calculation and research, investing in the Project under the public-private partnership method is not feasible and ineffective, and is not in accordance with the Law on Investment under the public-private partnership method.

In order to promptly invest in completing the project before 2030 according to Resolution No. 52/NQ-CP dated November 15, 2022 of the Government, voters propose to allow immediate investment in the Project in the form of public investment and pay attention to allocating central budget capital for the project to ensure completion of the Project before 2030.

At the same time, voters recommended that the project should be assigned to the Ministry of Transport as the investor to implement the entire project, and the People's Committee of each province should carry out site clearance work according to administrative boundaries.

Responding to this issue, the Ministry of Transport said that according to the Road Network Planning for the period 2021 - 2030, with a vision to 2050, the Quy Nhon - Pleiku Expressway (CT.20) has a length of 180 km; starting point at Nhon Hoi Port, Binh Dinh, ending point at Pleiku City, Gia Lai, with a scale of 4 lanes.

In Notices No. 173/TB-VPCP dated June 15, 2022 and No. 59/TB-VPCP dated February 28, 2023 of the Office of the Government, the Prime Minister assigned the Gia Lai Provincial People's Committee to preside over and coordinate with the Binh Dinh Provincial People's Committee and the Ministry of Transport to study the investment project to build the Quy Nhon - Pleiku expressway under the PPP method.

Implementing the direction of the Prime Minister, the People's Committee of Gia Lai province coordinated with the People's Committee of Binh Dinh province to study and issue Document No. 1191/LT-GL-BD dated May 19, 2024 to report to the Prime Minister on the Project investment plan; in which it is recommended to invest in the Project in the form of public investment, with a scale of 4 complete lanes, with a total investment of about 37,653 billion VND.

In Document No. 3995/VPCP-CN dated June 10, 2024, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Transport to preside over and coordinate with the Ministry of Planning and Investment and the Ministry of Finance to review the proposals of the People's Committees of Gia Lai and Binh Dinh provinces, propose appropriate forms of project investment, and report to the Prime Minister.

Pursuant to the direction of the Deputy Prime Minister of the Government, the Ministry of Transport chaired a meeting with two localities to review the investment plan of the Project according to the above proposal.

At the same time, the Ministry of Transport organized a working delegation to inspect the site and work with the People's Committee of Binh Dinh province on the starting point of the Quy Nhon - Pleiku expressway.

Currently, the Ministry of Transport is coordinating with the two localities to review the project, seek consensus from the Ministry of Planning and Investment and the Ministry of Finance to report to the Prime Minister in October 2024 on the investment plan.
