Accordingly, Quang Ngai voters reflected that the Da Nang - Quang Ngai expressway has been put into operation for many years.
However, the intersection of the Da Nang - Quang Ngai expressway with the Tri Binh - Dung Quat route in Binh Son district, Quang Ngai province has not been invested in to connect, circulate goods, and promote the investment efficiency of Dung Quat Economic Zone.
Quang Ngai voters continue to request the Ministry of Transport to direct VEC to soon implement investment to complete the intersection of Da Nang - Quang Ngai expressway with Tri Binh - Dung Quat road.
Responding to this issue, the Ministry of Transport said that the investment project to build the Da Nang - Quang Ngai Expressway (the Project) was approved for investment by the Ministry of Transport in Decision No. 2656/QD-BGTVT dated September 10, 2010, using loans from the World Bank (WB), loans from the Japan International Cooperation Agency (JICA) and counterpart funds from Vietnam.
The project is 131.5km long, with 4 lanes and a design speed of 100km/h. The project was opened to traffic and put into operation in August 2017 for the section using JICA loan capital and in September 2018 for the section using WB loan capital.
The intersection between the Da Nang - Quang Ngai expressway and the Tri Binh - Dung Quat route in Binh Son district, Quang Ngai is a project in the section using WB loan capital (Dung Quat intersection).
The main route within the intersection has been completed and put into operation with the expressway since September 2018.
During the implementation process, due to the slow handover of the site (until the end of 2018, the locality handed over the entire site of the intersection to the Project) while according to the technical requirements, the plan to treat weak ground with sand wells and load and wait for consolidation for 12 months (loading period ends in December 2019), so by the end of the WB loan agreement on April 29, 2019, Dung Quat intersection could not be completed.
Currently, the State Capital Management Committee, Ministry of Transport is directing VEC to actively review and develop a capital plan according to the provisions of law to complete the dossier to adjust the project's investment policy and prepare related procedures to be able to submit to the competent authority immediately after balancing the capital source, with the goal of striving to soon complete the remaining items of the project, including the intersection between the Da Nang - Quang Ngai expressway and the Tri Binh - Dung Quat route.
