Recently, the traffic order and safety situation in Lao Cai province has had many complicated developments.
According to report No. 3990 of Lao Cai Provincial Police, from the beginning of 2024 to now, the whole province has had 147 road traffic accidents, killing 55 people and injuring 122 people.
Of which, at intersections, curves, and bends with obstructed visibility, 51 traffic accidents and collisions occurred (accounting for 34.6% of the total number of cases), resulting in 19 deaths (accounting for 34.5% of the total number of deaths), and 44 injuries (accounting for 36% of the total number of injuries).
Through review and assessment, it is shown that the main reason is due to the limited traffic awareness of a part of the population, the rate of alcohol concentration violations, speeding, and traffic safety violations by teenagers is still high.
In particular, there is still a situation of resistance against law enforcement officers, endangering the lives and health of officers and soldiers on duty; the rapid increase in road motor vehicles while the transport infrastructure system has not yet met the transportation needs.
In addition, violations of traffic safety corridors such as illegal encroachment of sidewalks and roads for business and trading have not been completely handled, posing a potential risk of disrupting traffic safety.
Besides, a significant cause is that some heads of agencies and organizations have not been resolute in directing and organizing the implementation of tasks and solutions to ensure traffic order and safety.
The leaders of some units and localities have not yet fully recognized the meaning and importance of resolving and overcoming black spots and potential traffic accident spots.
Based on the above reality, in order to effectively implement tasks and solutions to ensure traffic safety in the last months of 2024, Chairman of Lao Cai Provincial People's Committee Trinh Xuan Truong requested departments and branches to regularly monitor, inspect and urge the overcoming and handling of black spots, potential spots and unreasonable traffic organization on national highways and provincial roads.
Educational institutions need to thoroughly educate all staff, teachers and students to comply with legal regulations on traffic safety and order.
In coordination with parents and local authorities, strengthen management and prevent children from driving when they are underage and do not have a driver's license as prescribed.
Districts, towns and cities issue plans to fix each black spot, potential spot and unreasonable traffic spot, ensuring "clear people", "clear work", "clear responsibilities", and "clear completion time".
